British Foreign Minister Lord David Cameron said that it is up to Ukraine to decide how to use British weapons and pointed out that Kiev has the right to shoot targets on Russian territory.
During a visit to Kiev, he said that Britain will provide 3 billion pounds a year, as long as it is needed.
"When Russia strikes inside Ukraine, it's understandable why Kiev feels it needs to be sure it can defend itself," Cameron said.
Russia condemned these messages as "very dangerous statements".
"This is a direct escalation of tensions over the conflict in Ukraine, which can potentially cause security threats in Europe," Kremlin spokesman Dmitry Peskov said.

Cameron did not directly support the idea of British weapons being used for attacks inside Russia.
But until now, Britain has generally made it clear - but not directly - that long-range weapons like Storm Shadow missiles (Storm Shadow) should be used within the sovereign territory of Ukraine.
There were several examples of the successful use of this weapon on the Crimean peninsula, which Russia occupies, as well as against certain parts of the Russian fleet in the Black Sea.
However, after Prime Minister Rishi Sunak's promise to give Ukraine three billion pounds in military aid a year, it seems that Cameron wanted to emphasize that it is up to Ukraine to decide how to use the weapons.
The US has reportedly asked Ukraine to halt strikes on oil refineries in Russia, fearing it could escalate the conflict.
Peskov also commented on French President Emmanuel Macron, who said earlier this week that the West will have to consider whether to send ground troops to Ukraine "if the Russians break through the front lines and if Ukraine requests it."
Macron's statements to the Ekonomist newspaper are "a very dangerous trend," the Kremlin spokesman said.
In an interview, the President of France emphasized that there will be no security in Europe if Russia wins in Ukraine.
Russian forces have captured several villages in eastern Ukraine, taking advantage of the lack of weapons and manpower on the Ukrainian side.
Ukrainian intelligence services also believe that Russia is preparing for a summer offensive in the northeastern regions around Kharkiv and Sami.
Lord Cameron, who met Ukrainian President Volodymyr Zelensky in Kiev, said that it was Russia that attacked Ukraine and that Ukraine had "absolute rights to strike back at Russia".
Russian Foreign Ministry spokeswoman Maria Zakharova said that such statements are tantamount to admitting that the West is engaged in a "hybrid war" against Moscow.
Since the start of the war in Ukraine, Britain has provided billions of pounds in support of Ukraine, from tanks and precision-guided missiles to air defense systems.
A year ago, Britain confirmed that it supplies Ukraine with long-range cruise missiles that have a range of more than 250 kilometers.
