Previously, at the end of April, four horses of the British army escaped after being frightened by the noise from the construction site.
They raced through the city, colliding with vehicles including a bus.
The latest incident occurred after the horse, which was leading the procession and was not being ridden but was being led, got loose when it was spooked by a London bus.
The other two horses knocked the riders off their saddles.
None of these horses were among the animals that broke free earlier in April, the Defense Ministry added.

"We can confirm that three horses of the Home Cavalry Regiment broke free this morning.
"They were returned quickly and safely. One horse had minor injuries, but it did not require additional treatment, while no soldiers were injured," said the British Army's media representative.
A police spokesman said they were aware that a number of horses had gotten loose in central London and were working with the military to find them.
"We are happy to say that all the horses have been returned. We continue to cooperate with the army."
What happenedin April?
A group of horses and guardsmen from the Royal Cavalry Brigade were practicing ahead of an inspection that was to be held in London's Hyde Park.
Each military unit participating in the King's Birthday Parade must first pass an inspection by a superior officer.
There were six soldiers and seven horses in the group.
During the exercise, the horses were frightened by the nearby construction works.
Four soldiers were thrown from their saddles and five horses ran through London.
Some of the horses collided with vehicles, and at least two were injured.
Four people were also injured.
All five horses were then tamed and returned to the military base, where they were examined by a veterinarian.
