Witness Tom Kellow was on his lunch break when he saw the young men stealing the satellite dish.
"They had a ladder. There was one guy on the roof and the other two were watching.
"They saw me filming and it got tense. One kicked me in the side, and the other tried to throw my phone on the roof. Fortunately, the device hit a tree and bounced off," he said.
He added that he immediately informed the police.
Howling Wolf was the fourth Banksy work to be unveiled in London since Monday, August 5.
The street artist first painted a goat on the wall of a building in south-west London, with a security camera pointed at it, then on the wall of another building, silhouettes of elephants that seem to want to touch their trunks were painted, and then three silhouettes of monkeys above Brick Lane underground station. .
According to Google Maps, the satellite dish above the shop in Rye Lane, Peckham, is not believed to have been there before the artwork appeared on it.
