Unorganized farming in Montenegro is a victim of long-term unsystematic organization and development, in which the farm, instead of a market entity, is pushed into an outsider position. The mistakes of the past should be corrected quickly and on the fly, using the experience of developed countries in agriculture.
The problems accompanying the development of the dairy industry in Montenegro are justifiably irritating to the Montenegrin public. And why not?! The consequences of the situation in this branch have multiple repercussions on the life and work of the farming population, as well as the economic and social interests of citizens and the state.
The reasons are simple. First of all, the development of the dairy industry in Montenegro has extraordinary natural opportunities for development, on the one hand, and on the other, the local and regional market is not a limiting factor of development; secondly, this economic branch has a significant social dimension, given that milk is an important article in people's diet, and finally, thirdly, both the state and the holders of this production are directly interested in strengthening and economic prosperity of this production.
The problem of the Beransk dairy and its production and market failure has been going on for too long. The reasons are multiple, whereby the state, instead of looking for a reliable (strategic) partner in the privatization process, refused to accept the market-economic model of organizing this production, accepting a megalomaniacal choice that turned on the heads of milk producers, citizens and the state?
But let's go in order. The production of raw milk (farm production) has always been the least problematic in the Polima area (and it is the same in the area of Montenegro) and it would be unjustified to criticize it? At the same time, it should be borne in mind that the purchase of raw milk in that area in better times was up to 15.000 liters of milk per day. In order to reach that level within a reasonable period of time, it is necessary to invest certain funds today, on the basis of which the farmers would bring their production to approximately the previous level!
The question is, what is the state of the purchasing network today and what kind of investment interventions should be undertaken on that basis today? In any case, the state should react and stimulate the growth of this production, instead of leaving it to the whims of the current market?!
Fiendish problems arise when it comes to Beran dairy, like processing capacity? Based on the available information on the current state, the existing dairy should be freed from the ballast from the earlier period (failed equipment and possible credit debts) and, with additional investment in new functional dairy equipment, organize a reliable process of producing milk and dairy products for the market.
Here, professions and people would have to play a crucial role, who will clean the current situation from the voluntarism of earlier times and propose solutions for a way out of the current unenviable situation!
After a good study of the problems in question, farm production and the dairy industry should be organized within the framework of the first - unique cooperative in Montenegro, which will be managed by farmers and those who will invest their capital in this production.
The director of the cooperative should be elected by the farmers and they vote at the end of each business year on his trust, when a report on the results of the previous year's operations and plan predictions for the next year should be submitted.
Such a cooperative and its management would have to take care of the interests of the newly constituted business entity, both in the area of improving the range of production and its quality, as well as the entire complex of issues related to development and market-economic issues.
With such a division of labor, the farmer's concern should be to produce as much as possible and that the product be of high quality, while the cooperative and its processing function take care of the market and the development of farming on a market-economic basis.
The experiences of the developed countries of the West say that through cooperatives (specialized and general type), a new rational market-economic system could finally be established in the field of basic agricultural production, industrial processing and markets throughout Montenegro.
On this occasion, the agrarian authorities have no reason to run away from this model of organizing farming, because the current situation does not offer anyone a perspective. The farm and farmers must finally be put in the center of attention and the state and financial institutions and farmers and dairies should participate in its market construction as a unique reproduction line!
Considering that the previous transition process solved privatization relations separately (dairies for themselves and farmers where they were), the agrarian government must think about how to resolve the relationship in the family farm-industrial processing-market? Otherwise progress will be problematic!
The model in question should respect regional specificities (five agro-ecological regions) within which series of exclusive and high-quality products would be formed, by which Montenegro would be recognized, thanks to the organizational model that would push this production forward.
Opinions that we lack laws in this area, so let's get going, are of a dubious nature, and the agrarian government should without delay form a project task based on which the planning institution would study the current situation in the Polimlje area and propose a development - financial and economic model, which would treat the Polimlje area uniquely and present it as a cooperative and as an example for Montenegrin conditions.
