Nevertheless, at the extraordinary session, the Assembly "acted according to the order" and gave its blessing to pay 22 million euros to Deutsche Bank, and thus, by analogy, the 110 million euros to other banks, with all interest, and supported the Government to undertake all measures to "occupy" KAP, with all the risks that arise from that. The saying "the end justifies the means", in action. Prof. is in vain. Radulović, whose knowledge of KAP is at least a little greater than the sum of the knowledge of all the others present in the assembly hall, proved the obvious and literally drew good solutions, with an honorable proposal to implement those solutions himself.
The slip read by an anonymous deputy from the "majority benches" was more convincing. People who know little about what they have decided to fail the professor in the exam. The saying "revengeful repeat offenders will come to our heads", in action. The Government's proposed conclusions were drastically shortened, because only one of the four was accepted (and it was modified), but no less deadly. "The Russians must leave KAP"!
Why? Just guessing! Allegedly, they did not comply with the Settlement Agreement. And, did Montenegro respect him? An auditor has just been appointed to control the business in the last six years. What the situation was before privatization, like, is no longer important. And that is very important! What if the auditor does not meet or confirm expectations? The Russians also woke up this morning in KAP. Rightly so, because it is also their property.
Ranko Krivokapić, the President of the Assembly, whom you don't have to like, but you can't argue with him that he is not stupid, and by definition he must be informed, before the session he declared that the privatization of KAP (I'm paraphrasing) is the result of either corruption (translated - theft) or a huge ignorance (translated – folly, foolishness). And with his vote in the Assembly, the privatization of KAP is, for now, concrete, with everything settled.
In the last 10 days or so, three people who can and must know everything about KAP (Filip, Milo, Kuznetsov), on the "public service", guessed "in the center", which the people of Sinj would say "on Wednesday". .
Filip and Milo did not disclose all their knowledge, probably saving it for future settlements with the Russians, but they agreed on one thing: KAP (the Russians) should have been given the Thermal Power Plant and the Coal Mine, because then the production price of aluminum would be lower than the selling price. and that it is stupid why it was not done in 2007, when everything was decided to be like that, and Rank's SDP disputed it. At that time, Šturanović was working temporarily in the Government.
After that brawl in some kind of parliamentary committee, Kuznetsov was given the opportunity to shoot "on Wednesday". It was difficult to translate, but somehow I understood that the young Russian was confirming his statement that they invested 200 million euros in the reconstruction, ecology, as well as covering KAP's losses, and that the difference to Shoigu's 300 million was probably invested in Bauxite and more doesn't go.
He also announced the good news that since January 2012, KAP has been operating positively. I believe, because they found the cheapest source of electricity. For now, they are not paying it, since the electricity debt is 32 million euros. Kuznetsev's biggest "discovery" was the answer to the host's question whether the 132 million "guarantee debt" was the result of the settlement agreement, that is, how Montenegro once again became the owner of 30% of KAP shares.
I understood that he said that during the privatization "EN PLUS GROUP" paid some money that it should not have paid, so that money was returned to them. He did not say to whom the money was paid, but it seems that the state returned it, because otherwise, how would it be registered as the owner of 30% of KAP shares. Alignment, ie. the whole work of "taking-giving" was completed two or three years ago, about which there must be papers in KHOV and CDA that no one asks for, and the Assembly "decides" after three years and that in an extraordinary session. If the announced session of the Committee for Economy actually takes place, Kuznetsava should be asked to explain this more precisely.
The Extraordinary Assembly left some of the Government's proposed conclusions for a better opportunity. It was agreed to stop for the time being the decision on the formation of the "energy-metallurgical complex" (KAP, Ironworks, Coal Mine, Thermal Power Plant and other power plants), whatever that means. But time is not wasted. Elektroprenos, as a part of Elektroprivreda CG, is starting the construction of a powerful transmission line from Pljevlja to Budva (Lastva Grbaljska), with a huge substation, and the transformer has already been captured.
The money, about 130 million euros, is provided by Elektroprenos. The sources of financial resources have not been disclosed, so it is not known what impact this investment will have on the future percentage participation of shareholders in EPCG. The Government's idea was to put the TPP with the added Block II and the Coal Mine into the function of cheaper aluminum production, i.e. that electricity from Pljevlja goes to KAP. When that, the transmission line to Budva! This means that the KAP will move to Mrčevo Polje (it will be called KAMP) or the power lines will be a resting place for 'tice, when we concrete Solana. Or the current across the sea, which would mean - sea current.
In recent days, Krivokapić, through the media, has been arguing with his coalition partner Đukanović about KAP. I think, however, that it is the music of light notes that will turn into a common hit of the upcoming election season. Duet or solo? It's important to win.
Otherwise, with what Ranko could "buy" himself the freedom to attack Milo like that, and Milo, well-known as someone who, when they throw stones at him, he responds with sympathy, responds "blissfully" emphasizing mutual friendship and mentions some kind of TV duel, until which , of course, will never come.
The SDP is a "minority shareholder" in our government, but with about 5% of the electorate, it has about 17% of participation in the Government and about 20% in the majority benches. It seems that even that is not enough for Rank, because the SDP has capacities that it has not yet put to the function of faster progress of our newly independent homeland. The "wisdom" of the SDP has already "shredded" Luka Bar into only six parts, of which two AD and four DOO, which led to a great flare-up of love and mutual fraternal assistance of the two largest shareholders.
Pride, they also formed the Port Authority with imperial powers and no responsibilities, and moved the headquarters of that administration to Kotor, in leased space. Where no one will look for her. The same "intelligence" sells the state port of Bar for a small amount of money (and has already sold the Marina and the PIOB service) in order to buy state ships for much larger amounts. After forty "sunk" state ships, we are buying two new state ships, under the slogan "renewal of the fleet". "Profit" will be shared by all citizens of Montenegro, they are used to it.
With unemployment around a third of the working-age population of Montenegro, we want to hire employees, without saving money. Approximately one million per seafarer employed. I think that in Montenegro, only seafarers are the ones who can get a job right away, if they want to sail.
I am not known for being a wise man, but it seems to me that I have preserved some "pure intelligence", but I cannot understand this.
Perhaps we, as a people, deserved that the government treats us this way. Twenty years ago, they literally put us in "the most beautiful prison in the world", and now, with the help of "new forces", they seem to want to put us in "the most beautiful insane asylum in the world".
I don't agree!
