Lipka 2: I don't know how you perceive the role of the NGO sector, but what is the EU standard - NGOs are not and should not be ikebana on the government's table with which to decorate the reforms that Brussels demands of them. There are a lot of such NGO-ikebana in Montenegro, I will not list them because it would not be correct on my part. However, what is my duty is to mention those NGOs that are maximally dedicated to EU values, such as CGO, MANS, Institut Alternativa, CRNVO, Action for Human Rights. It would be a real blessing for Montenegro if the local political parties, in their domain and activities, were as credible and committed to reforms as the aforementioned NGOs.

Pobjeda: But isn't it obvious that some NGOs, as Ambassador Hlobenj would say, have goals that are different from the goals for the benefit of all citizens and therefore the entire society.

Lipka 2: I see that their only goal is to speed up the reforms, for Montenegro to be ready for 2025 and to complete all the homework set by Brussels much earlier. You know, Croatia negotiated with the EU for the longest time, but it lasted "only" six and a half years. CG has already spent that time, and it has at least that much more waiting for it to become a full member. That, I'm afraid, is not the responsibility of the NGO sector.

Victory: Isn't the action of CGO, MANS, IA, CRNVO, which you mentioned and which you obviously favor, directed against the state and not in favor of its future?

Lipka 2: I don't want to favor anyone, I'm just pointing out the importance of proactive action by NGOs and the importance of investigative journalism and the media. You see, in some EU member states, Hungary for example, or Poland, similar disqualifications of NGOs and the media are heard. That they are against the state! The European Commission has repeatedly publicly expressed concern about this. You know that the possibility of introducing special measures to Poland due to threats to democratic standards and institutions was also mentioned. In my country, Slovakia, a crime happened - one of the best investigative journalists was killed because the government of former Prime Minister Fico often labeled his writing as anti-state and treasonous. We had an almost identical situation half a year ago in Malta, also an EU member state. That's why you should be careful with such qualifications because they often lead to tragic epilogues.

A kind word also opens an iron door. The perseverance of the ambassador caused a sudden turn in the behavior of Djukanović's propagandist:

There is no admission to the EU without a solution to the murder and attack on journalists or without a clearly expressed will to seriously investigate these cases. Just as there is no media freedom while the shadow of threat and fear for bare life hovers over journalists and editors.
