This is the law that is mandatory when you want to build some facilities that can have a big negative impact on the environment. We used the term "can", because I guess that assessment is done in order to know the extent of the impact on the environment. In the event that this analysis determines a large negative impact on the environment, you in Europe approach changing the plan, looking for alternatives or changing the planned solutions. What are you doing? So because of birds, plants or some kind of fish there, the hydroelectric power plant construction plan is being changed?!

We need to submerge, demolish, block and destroy everything if we need even the last inch of land and nature so that our investors would come, build hydropower plants as cheaply as possible (meaning without those ecological standards and analyzes of possible damages) and sell electricity at market prices to citizens ( so the more expensive it can be). And why are you "poisoning" us there with some wind farms, solar power and energy production from biomass and waste in Europe?

You even spread the story about energy efficiency as a form of reducing energy consumption. I guess that's what you do when you do good insulation on buildings, buy devices that consume less energy and who knows what else. All failed plans. We need citizens to spend as much as possible. Now they spend 5 times more than the average citizen in Europe, but even that is little. Need more.

How will we justify such a deluge and evasion of your standards and regulations, if everyone gets enough electricity from what we have now? The more imported electricity, the more money citizens spend and the easier it is for us to convince them about floods and hydroelectric power plants. Even if we do not import electricity, "ours" calculate the import price for them.

You should come here and learn something from us.

Fifth: every technical solution must be at least 20 years old, because at that time there were no standards for nature protection. Thus, a strategic assessment of the impact of our children on Morača is now underway. We planned four hydropower plants and several dozen dams, smaller and larger. We didn't ask anyone anything, and if we could, we wouldn't. And we make fun of some studies on birds, fish and water regimes, which we see are also very important to you in Europe. You even have directives and conventions on the subject. Don't go please!

Who else will think about preserving nature and what is good for citizens. We don't have time for that, and we don't even have the nerve. We also ignore European standards, educate the public incorrectly, break these young forces as much as we can (they know a lot about your practice, so they would like it to be like yours here) and all kinds of other things. We were closed to you for a long time, we skipped lessons and the government won't, so they are pushing us to be against it. What are we going to do? You have to live on something. And don't interfere with us when the stop-and-frisk comes. Send us some from Brussels like us, if you have them there. If you don't have them, we will send them to you as much as you need, so you send them to us - return them here as if they were yours. And just let them say "it's not ideal here in Europe either". We like that one.

When these NGOs send you something in the mail, you don't believe anything. It's bullshit, they would like it to go away like yours, to respect the law and some standards, but we won't give it to them, we swear. And we will plan her future, so ha! And future generations? Who will think about that. We will be gone forever, and when forever is over and they come, let them pay to correct these works of ours. It would be best if investors paid now so that future generations could use something if it works. Oh no. And what will he earn then? Crkavica, maybe a billion euros, and when we "grease" their ground, they can push it up to several billions. Why would you waste money for the good of the country, when you can put it in your pocket? Remember Europe and learn something from us.

With this text, from two years ago, I want to remind you of the former ideas and visions of people who make decisions in an ecological state. We will know if they are still relevant soon, after the tender for HPP at Morača is finished. Who will, how and what will we do? We have known for a long time who will do it, and how and what we will do, just so it won't be easy. Like these twenty years with the ecological state.
