Like the tides in the fairy-tale bay of Valdanos, the news about what will happen to her changed. Now it is somewhat clearer who and with whom, what and on whose behalf he wanted to do what in the olive grove overlooking the sea.
But officials don't want to talk about it now. Why should they spoil the idyll and get rid of their own affairs. When they have an ever-ready target to stick their blade of failure and blam into. The non-governmental sector and already known shamefully independent intellectuals are always there, as a good currency for pocketing failed privatizations, tenders and whiskey-negotiations.
Everyone expected something new from the new generation that moved into the new government building. However, we will need more time for more visible newspapers. But for some other things, time is not needed. Let's say, what the new guard took over from the old one is already very visible. Blaming others for one's own failures. The current or permanent state of the new guard remains to be seen.
Although it is very possible to turn Valdanos into a sustainable tourist complex without building hundreds of villas, golf courses and other modern wonders - the old guard does not like that. But about the natural values of Valdanos and the need to preserve and valorize them in the right way another time. Another time and the vision of sustainable tourism management, olives and other old-fashioned and very profitable valorizations. This time about something new (old). By the manipulations of the old guard.
The Valdanos case brought to the surface a new and so far not too present thesis of decision-makers: NGOs drive investors from Montenegro. The previous one, about opposition to economic development, looks somehow poor and pale in comparison to the new one. A dangerous thesis with dangerous consequences.
Undoubtedly, they could conclude that it was intelligently designed, that it was the early nineties. But even the masters of manipulation, who can never get over the times when they could do anything, transform. It can be said that they are in the transition process of manipulation. Stories about NGOs as foreign spies and mercenaries are still beyond the reach even for their mentality.
Perhaps the European Commission's conclusions about the necessity of cooperation with NGOs have also had their effect. But the bottom line, whether we want to admit it or not, will always be there, as long as we have the old masters of manipulation sitting in some of the chairs in and around the new government. And it will not be possible without them. To a greater or lesser extent. It depends on the situation.
But it was extremely interesting for me to listen to our prime minister on state radio a few days ago. Very harsh and concrete accusations against NGOs. Blame for the lack of new jobs, blame for the opportunity for development that appeared but was not realized, blame for the social situation, blame for the (failure) to save Valdanos since I did not understand who. He also blames for compliance with laws and procedures.
He didn't say that, but it's a logical conclusion. Just one day later, on a private television, the prime minister used formulations that were extremely conciliatory and above all affirmative for the same topic (or target if you ask the old guard) - NGOs.
It's a wonder how the decision-makers are inspired by the state media to criticize. And that's a rarity. Because in the state, only the state has the opportunity to criticize. And that's something. Whether it was a moment of truth, or the ruler's carelessness, or too much immediate influence of the old guard, time will tell.
In any case, the old guard will not rest. It is necessary to design new and new manipulations, to label and persecute people who stand for the respect of the procedures that the decision-makers themselves have adopted. Perhaps as a society we should pass a law on punishing those who demand that the law and regulations be respected.
At least when the interests of the old guard are concerned. And let's carefully list their interests so that we know where we can react according to the law and when something is irregular and where it is prohibited by law. I mean, just to be a bit rational. Because, obviously, they are going to tease us more. Yesterday Morača, today Valdanos, tomorrow Morača again, the day after tomorrow... so something new will be found for their business.
And when the investors run away and leave a wasteland like back then in the case of Željezara, let's agree immediately that no one is to blame! Neither those who sold it, nor those who said it shouldn't be like that. Spades red. However, it remains unclear to me who is to blame in the case of the bauxite mine, KAP, Ironworks, Sveti Stefan, and other investment projects and ventures whose results (besides the government's annual reports) are somewhat weak.
Maybe not because of the profit of the owner, but certainly because of the non-respect of the contract, the rights of the workers, the debts that they create and that we pay, development programs that give even the decision-makers a headache. With these companies, let's agree that nothing is counted so far and that we start from the beginning. As in “man don't get mad”.
Guard units are the pride of every country. Trumpets, marching, welcoming statesmen, special insignia, traditions, impeccable uniforms, and an oath to preserve the integrity of the country. There are other guards who guard individuals. Thus, for example, the Vatican or Swiss Guard undertakes to protect the Pope and his successors.
They are unique and it is the only guard in the world that changes the flag, because their flags bear the coats of arms of the current Pope and their commander. Perhaps for the sake of comparison, it should be stated that Napoleon's Old Guard, otherwise known as his personal army made up of the best and most loyal soldiers, was used only in emergencies. Or our National Guard, the Guard (police), which was supposed to preserve internal peace, order and national security, and to carry out the decisions of the Bishop and the Senate, as well as the decisions of the head.
However, our Old Guard marches, preserves and trumpets famous assault songs. And they will blow their horns for a long, long time if there are no new Valdanos, Morača, Tara.
