The birthday of the ecological state of Montenegro is approaching. You have to prepare for him. Dress up nicely and celebrate it. This is usually done, especially when the man is younger, in a new suit and in some noble furnished space.

it's nice weather, it can be outside. Why not. Even the deputies swore almost twenty years ago on the Durmitor snowfield that "due to the endangerment of nature, protecting the identity of the space where we live and work has become our urgent and timely job." This is what was written in the Declaration on the Ecological State of Montenegro, which was adopted exactly nineteen years ago.

In the meantime, they wholeheartedly supported the ecological state, as did those who later sat in their chairs - all these years they had their work cut out for them.

It was not easy for them. Those were difficult years. Transitions. There was a little war, then trade was made in any way and everywhere, then they started privatization, voucherization, in the meantime we also experienced emancipation and went on the stock market and on the European road. Tax payers' money was and is being spent on comfort and satisfaction. There was no time to think about the Declaration and ecology. These were also the most common trifles for our masters and their subordinates. Environmental problems have been pushed under the carpet. The carpet is dirty, dusty and – quite thick. Everyone forgot the oath they gave on the bare meadow in Žabljak. I guess that's what they agreed on the most.

If that meadow, like many others, had remained bare - it would have been good. When nature is untouched, there is always the possibility that new, smarter generations will use it more honestly and intelligently. But our landscape is covered with garbage, wild construction, disrespect for the law.

To make the symbolism complete, the Declaration was made in Žabljak, in the Durmitor National Park, a UNESCO natural and cultural heritage. A global natural asset. Right there, after enumerating what they will do for the benefit of our ecological state, you and their successors allowed dozens of illegal buildings to spring up. Some raised them themselves. While the sounds of motorbikes were coming from the forest, under the impact of which hundred-year-old trees fell like grass in the wind. The landscape was turning into a field where anyone can do what they want, so roads were also built through the protected zones. It was enough just for someone to approve it all over the phone. According to the "Moose drives" system. And it drives like that until today. Nineteen years later, we have brought the ecological state to the brink. Full of rubbish, of course. There are, of course, also good examples. However, the negative ones are getting blacker every year, and to see the positive ones - you just have to unfold all that blackness. Which, you will admit, is not very easy.

The citizens, it seems, listened to the deputies and politicians, and accepted the idea of an ecological state. However, the same politicians who adopted the Declaration on the Ecological State, or some new ones who again have some urgent and timely work, today are not really enthusiastic about this idea. More precisely, they are not enthusiastic about what they have to do in order for it to come to life. Otherwise, rhetorically, I believe that they are always ready to swear again if necessary.

Ecology and sustainable development are the application of standards. Standards that should make it possible to satisfy human needs for economic development, but not with the devastation of space and massive destruction of nature. Simple, but also complicated.

Simple, because it is easy to understand what is the meaning and what needs to be done, but also complicated because one has to resist various private interests and make decisions in the social interest. This is not very easy in today's Montenegro, because if you point to the satisfaction of private, instead of social interests, there are inspectors, militia, police, eavesdroppers, and lately colonels to discipline you. The previous ecological year will be remembered for the claim that are dams good for the cardiovascular system, but also that bombs are actually a superior fertilizer for plants. Undoubtedly, a new time that requires the application of standards has brought to the surface some new theses and types of manipulations aimed at protecting one's private interests.

However, on the contrary, in the previous year, citizens defended their constitutionally guaranteed right to a healthy and clean environment on several fronts. And that is what gives optimism that it will get better. And more beautiful. And better quality. And dams and bombs? Well, there will always be such people in Montenegro. Luckily. You read it right. Fortunately, because without them we wouldn't even know where we are and what those who make decisions and their media exponents think we are.

The declaration on the ecological state of Montenegro was adopted at the session of the republican parliament, which was held outdoors, in Žabljak, back in 1991. Today, nineteen years later - the ecological state is still in the dark.

And regardless of the fact that the politicians stated at the time that "aware of our debt to nature, the source of our health and the inspiration of our freedom and culture, we devote ourselves to its protection in the name of our own survival and the future of our descendants", as stated in the Declaration, today some other inspiration is in fashion "By passing the Declaration, Montenegro establishes a state relationship with nature and calls on the wisdom of all people to prevent the ecological disaster that threatens us". Can we have a little non-governmental relationship, so that we realistically present the impacts of bombs and dams, and place them where they belong? Maybe it will be "more ecological and better and more European".
