Prime Minister Duško Marković announced into the media microphones, unblinking and somehow half-angry, that he had not read the latest EC report on the progress of Montenegro in chapters 23 and 24, the so-called no paper, but yes, he knows that this document is "generally positive".
The guardian of the public interest in you is rebelling, and I would tell him that as the prime minister of a country that swears by European integration, the maker must read Europe's instructions on how to reach the end of that road. If he's really taking us there. That we pay him for it, and not that we still feel bad if we ask him how his work is going. But you remember that there is no point in it and that everything is definitely a show. Domestic, but also European, for God's sake. Because we also know, and so does Brussels, that something else is preventing Marković from entering Europe. And that he would prefer to postpone that European trip. Elections are being prepared, so he had to visit half of Montenegro, from Pljevlja to Tivat, and promise hundreds of millions of euros of investments and other miracles. That's why not only does he not have time to read the Brussels instructions, but it also suits him that we negotiate as long as possible. Because if he had fulfilled everything required in chapters 23 and 24, Marković would not have been able to abuse his state office so obviously in order to agitate for his party. Which, again, could not steal elections for the fourth decade. But that's old news. And this is the story of non paperu.
Barring the possibility that the prime minister is spilling beans or looking at cards, there is no other explanation for him knowing what is written in a document he has not read, than that one of his subordinates whispered it to him. But that someone must be really optimistic. It is not easy to see a "generally positive" assessment in Brussels' latest comments. In the fact that the investigations are not proactive, that the Constitution is violated when the heads of the judiciary are elected, that the ASK does not move from its place, that it is regressing in media freedom...
It could possibly be the Minister of Foreign Affairs, Srđan Darmanović. A few days ago, Darmanović said that "we are XNUMX% harmonizing our policy with the European policy and we maintain our optimism in this respect".
There are still champions of unprovoked optimism in the Government, but, let's not lie, the optimism of chief negotiator Aleksandar Drljevic surpasses anything seen so far. Drljević managed to see encouragement there, few people could. In the dark reality.
The chief negotiator said that it is the latest non paper encouragement for Montenegro, as it confirms that the accession process continues.
"This is a signal that Montenegro remains in the focus of the EU and that our progress is being monitored," he concluded. It's easy to say you're optimistic when you close your eyes. As the Prime Minister or Minister Darmanović do. It should not be said, when you are arrogant or lying, because it is not nice to say that statesmen do something like that. And it can end up in the police.
