COMMENT OF THE WEEK

Professor Coco

The aforementioned candidate Bećirović, in addition to being a professional, is also well known by the general public since he has done dozens of works, so in his various bibliographic units you can find a review of the colossal work "Review of privatization experiences in Russia on the example of Bianka", the monograph "Creating value through the process of privatization and restructuring of Avala", and numerous contributions, of which "Privatization: What We Have Learned" and "Management of Common Assets" stand out.

I have to express my disagreement with the proposal of the member of the Selection Committee, Andrija Mandić, that the candidate, Zoran Ćoćo Bećirović, be elected to the position of professor in the field of insider.

Four days ago, Mandić stated in the Parliament of Montenegro:

"A big war started within the regime, and not the first one. I would say that it is one of the last ones to be conducted within the regime. After the golden NATO tycoon, Professor Knežević, today we have a new insider, a man who decided to leave the regime and go to the side of the people. This is a certain professor Zoran Bećirović, the man who opened the most problematic point in Montenegro - and that is the prosecution".

Also, in mentoring and working with students, candidate Bećirović showed maximum dedication and commitment, as evidenced by the latest example of prosecutor Miloš Šoškić and MUP officer Mladen Mijatović.

Appreciating the quality of the references of the mentioned Bećirović, first of all, the demonstrated originality through an interdisciplinary approach to numerous contemporary Montenegrin phenomena, nevertheless, I consider it my duty to point out that the candidate does not meet the criteria for selection as a professor based on the announcement or response to the public and special prosecutor Milivoj Katnić.

Also, the president of the Supreme Court, Vesna Medenica, had to be appointed as a member of the Commission for the selection of titles, given that the reference institution such as the European Commission mentions her third mandate, and that she knows the mentioned candidate and follows his work since childhood in Kolašin. In addition, Medenica is the co-author with the candidate Bećirović of the innovative work - Sale of the Kolašin orchard for 139 thousand euros - done in 2015, which was only recently published in the edition of MANS.

This work, with the use of a new paradigm, successfully confronts traditional interpretations of legal provisions on the prevention of conflicts of interest, and points to the primacy of interest necessity in shaping political-economic constellations in the state, with institutional support.

That is why President Medenica's judgment on the actions of, as was once announced by her cabinet, "a person (candidate Bećirović, ed.) against whom no criminal proceedings have ever been initiated in Montenegro or outside Montenegro," and which accused the SDT of "misusing all state resources", of putting it under secret surveillance measures (the paper lacks an explanation of the candidate's source of this information), and "that the 'fuel' for personal conflicts comes from his principals". Those facilitators", the candidate Bećirović would have to name precisely, if he pleads for such a respected title.

The absence of any reaction by the Prosecutor's Office to such allegations indicates that candidate Bećirović used a good model when he compared Montenegro to Colombia.

Furthermore, he takes a critical look at things and points to the possibility of corruption in the Prosecutor's Office from above, i.e. to the connection and possible abuse of the SDT in relation to associates and subordinates in an attempt to "draw him into a trap", unlike professor Duško Knežević who in his works insists on a model of corruption from below, as in the case of the secretary of the prosecution, Nenad Vujošević, according to acting VDT Ivica Stanković.

Although the analysis of candidate Bećirović's work shows a certain degree of overlap with the related works of academician Medojević, emeritus Knežević and member of the Commission for the Selection of Professions, Mandić, I believe that Bećirović's claims that Katnić is persecuting him, "in order to wage some private wars", that it is about "to the Montenegrin Eliot Ness", that "this is not a legal, but a medical issue" is not plagiarism from the DF Academy after all.

In the context of the medical issue, one could see the self-presentation of the candidate Bećirović as a promoter and advocate of media freedom. His statements that the "aktuelno.me" portal, in which he discloses his ownership stake, "have the goal, exactly what is the goal of the free media, to control and be a corrective factor, especially for those "who the government and power they get so drunk…”.

In the end, I must underline that the candidate Bećirović did not support any of his claims with a video or audio presentation, as Professor Knežević did, nor did he search for the truth through the experimental treatment of Katnić for any deeper connections and reasons for his problems, until those from the immediate environment of SDT.

Due to all of the above, I believe that the candidate Bećirović, despite the aforementioned qualities, cannot yet be elected to the position of professor in the field of insider. At least until the video or audio elaborations, possibly credible written findings, are disclosed to the public.

If Katnić gives him the opportunity to do so.
