There are many questions and insufficiently clear answers surrounding the corona virus pandemic. Both on a planetary level and locally. We coped very successfully in the first wave. Now there are new and more complicated challenges. In addition to other things, it is necessary to earn money and live from something. In this text, only a few possibly important things are covered, from the position of a journalist and a citizen.
The question from the title, are we all equally responsible in the problems with corona. We are not, of course, although sometimes it is said that we are from a high position. What could that scale of responsibility look like? The first and second places are equally shared by those who are investigating the situation with the corona, namely professional medical institutions that propose measures and rules how all segments in society should behave; and with them, equally responsible bodies (crisis headquarters and its bodies), who legislate those proposals and control their implementation through operational bodies (more thoroughly than before), all with effective sanctions for those who ignore the rules. Among others, in order of responsibility are the owners and managers of companies and institutions, as well as their employees.
The most current areas are markets and cafe-restaurants where there is a constant frequency and potential danger of infection. There, even the most ordinary touch of rehearsals in several facilities will show how the rules, or one of the protection rules, are insufficiently followed: or a mask, or gloves (almost forgotten), or a distance, or a disinfection spray. These problems are under-reported, because they are under-controlled and under-sanctioned for non-compliance. When, for example, you heard that an owner or head of a facility was fined because he did not ensure the application of safety rules in his company. It appeals to the conscience, it is paid with lives. Due to the suffering of people in the corona epidemic, couldn't the rules of action be similar to the rules on traffic safety. There, apart from appeals and education, there is also very specific control. How far would it go if the matter was reduced to only pleas. Let's say: Please do not drive through a red light, that you do not exceed the speed limit, that you do not overtake illegally, that you do not drive under the influence of alcohol, because in all these cases you endanger your life and that of others. Of course, along with appeals and education, there is strict control of services that protect regulations and laws. The life of Montenegrin citizens is of equal value in both cases.
It is true that those who are the main focus of this text, namely those employed in service activities (primarily in markets and cafe-restaurants), it is not at all easy to do most of the working time with a mask (gloves have already been forgotten), but it is easier will understand their position if they only think about what it's like for medical personnel who spend the working day not only with a mask and gloves, but also in a suit that used to be like armor. All with the additional fear that they can transmit the infection to everyone close to them through direct contact with the infected. The horror.
And, at the end of the list of responsible citizens are the citizens individually. Who mostly call on appeals to protect themselves in the first place, and then to protect others from themselves. In that, some things should be explained separately. Let's say wearing a mask outdoors: whether in an area where you can keep the prescribed distance (parks, less busy sidewalks, etc.) to allow free breathing (especially during the summer heat), and keep the mask handy (most useful under the chin). Otherwise, the most conscientious ones who sometimes suffocate under the mask in the heat will get bored, if the "smartest" people on the planet who make fun of everything are parading next to them. They may be in a dilemma - is the corona virus manufactured, or is it from nature, but the consequences are, I guess, indisputable. *** (What there is not enough space for in this text, and which represents a great danger of infection, sometimes in an incidental scope and form, are certain manifestations, such as: religious rites and processions, political gatherings, cultural manifestations, various festivities and celebrations, funerals... In all this, the bearers of responsibility are known, and the effect will only be achieved if those responsible are treated equally, regardless of who holds what rank. School teaching is a special enigma. The debate is ongoing. In some countries, the rule is: in classrooms is without masks with the prescribed distance, and masks are mandatory in the school hall and yard.) *** One note in the margin of this story. There should be more precise wording in announcements about the situation with corona on the ground. It cannot be true if it is said, and the media, it is logical, conveys, for example, that the number of infected people is defined in Montenegro or one of the cities, but that the percentage of the total number of people tested in relation to the number of the population was found to be infected..., were cured..., died..., etc.
P.S. Does it make sense, for example, to compare us with Spain in the age of corona? It has about six times more inhabitants than Montenegro, probably as many companies as well. And here are the conditions, for example (in the country, or in one of its regions, anyway) for entering a restaurant-cafe: wiping (disinfecting) the soles; hand disinfection; entering personal data from the ID card, along with the phone number; with whom they will be at the table; declaration that he enters into his own responsibility; about the staff and the arrangement of the tables and not to speak.
