In confused times, you should refuse roles already foreseen in advance!
Time horizons in the Balkans have always been in the haze of a forced and uncertain existence followed by narratives about great beliefs that caused great tragedies to happen in this area. And, all this happened constantly with the excuse that the conflict was always imposed on us. Guilt in this honey-blooded area has never been determined and self-confessed.
In the Balkans, a crime is always justified by a crime that is determined against the criminal!
Namely, as if it wasn't enough that we are experiencing "the most significant global disruption since the Second World War" and are witnessing the re-heating of geopolitical conflicts, these days we also "needed" an alleged diplomatic memo that redraws our national maps and calls for chaos!
This alleged "solution", which was neither officially authorized by anyone, nor accepted for consideration, nevertheless became a motif of regional daily political commentary. However, the "non-paper" that proposes to EU officials the final dissolution of the former SFRY (or new national demarcations in the Balkans) points to the elements of hybrid warfare, to the inadequate attitude of the EU towards the populism of its members, and to the undisguised hegemonic ideologies of this area. and the lack of appropriate regional inter-institutional and economic cooperation, as well as the growing doubt that the Balkans will not become part of the Union. If anyone doubts the rise of Euroscepticism, let them use the paradigm of the former government in Montenegro on the civic concept and inter-ethnic harmony as an example. The slippage of this once ostentatiously emphasized social value is today pointed out daily by those who, until the last parliamentary elections, swore by it. Are the "confused" leaders of the current government or the clero-nationalist part of the parliamentary majority solely responsible for the chauvinistic outbursts? Of course they didn't! The unpleasant scenes from Pljevlje and Zlatica are partly a product of the concept of stabilocracy, which the Brussels administration extended not only in Montenegro, but in Southeastern Europe in general. The appearance of covid-19 was not even needed for the decline of the decorum of European values, behind which, in addition to crime, corruption and management inefficiency, there were also bigo-nationalist pretensions! She only, fortunately, hastened this unmasking.
Since the era of Trumpism is behind us, and it is possible that the conception of this informal document itself is a product of the attempt at delimitation regarding Kosovo, the collapse of this diplomatic dilettantism is evident. What's more, the official policies of the US and the EU do not allow hegemonic precedents, not because of Balkan chauvinism, but because of the pronounced interventionism of Russia towards the former republics of the USSR, China towards Taiwan, Tibet and in the South China Sea, as well as Turkey towards Syria and Iraq.
Nevertheless, this Shakespearian "noise about nothing" comes in a year when three full decades have passed since the collapse of the Socialist Federal Republic of Yugoslavia and very effectively reveals the intentions of those who persistently call for a repeat of the 90s. Incredible symbolism is also connected to Kosovo, because in the spring of 1981, mass demonstrations began demanding the status of a republic for this former, autonomous province within the federal republic of Serbia. Demonstrations ended in April of the same year (approximately identical date frame of the appearance of the disputed "non paper") and, both then and now, a state of apparent peace emerged. This clear manifestation of the crisis of the existence of SFRY will lead to the emergence of a narrative that will be used by all parties in the conflicts of the 90s. A decade before the civil conflicts, it started with statements about national threats and discrimination, with discussions about genocidal nations, followed by quasi-scientific historical revisionism and the media's promotion of the "blood and soil theory". All this was sealed in 1991 by hate speech in republican parliaments and on the street! Of course, everything was preceded by an economic crisis for which the uninventive and irresponsible political elites of the one-party system were directly responsible. Religious organizations gathered their flocks in an organized manner and began, both then and now, ethnophiletistic guidance. Does this comparison of circumstances cause chills and foreshadow a terrible replay?
If we start from the premise that the alleged author of the controversial Slovenian proposal is a man who was once accused of arms smuggling, then we have grounds for hope. It is an ironic statement that today in the southeast of the Old Continent, instead of weapons, geopolitical nonsense is being trafficked. However, and most importantly, during the conflictual dissolution of Yugoslavia, there was no uniform protectionism of Washington and Brussels, as it is now. Now, to some extent, there are also forms of cooperation between civil organizations within the region that skillfully detect these phenomena and expose them to the media.
What should worry them are the undying, monstrous plans of Milošević and Tuđman. Today, as then, they are represented by the same spokespersons. The same people who did not end up in The Hague, were not lustrated or did not die put on a new outfit for spurred nationalism on the Balkan scene! One should think of the bitterness of those who remember the news broadcasts of TV Montenegro under the editorial baton of the one who recently insulted the member of the Parliament of Montenegro! One should ask whether the European perspective can be created by the leaders of Montenegro, Serbia, as well as Bosnia and Herzegovina who did not publicly apologize for their hate speech during the 90s? The rhetoric of Albanian and Kosovo politicians about redrawing the borders should be clearly condemned. It should be clearly pointed out that such contortions are not suitable for Slovenia, which will take over the presidency of the EU in the second half of this year and organize a summit on the Western Balkans. We need more than all of the above, because the leaders are those who, like the actors of Orwell's Farm, advocate that the cause of all problems is man - a free citizen!
