The sixth session of the newly formed government showed its full intention to return to the settings before August 30, 2020. Namely, the revival of proven corrupt mechanisms is the result of a combination of infantility and inability to put an end to the further collapse of Montenegrin society, which introduces Montenegrin society into a spiral of lawlessness and uncertainty. After the unconstitutional postponement of the local elections, the Government of Montenegro, contrary to the Law on Sports and the procedures concerning the redirection within the spending unit, made a decision to allocate funds to the Montenegrin Olympic Committee and a number of federations without tendering. It is quite clear that they want to annul the previous work that stopped the practice of double financing, as well as to prevent the processes of further strengthening the socio-economic status of athletes. It should be noted that a part of those who sit in the government just contributed to an alliance through illegal business, which was confirmed by the verdict of the Basic Court in Nikšić, and has to return over 40 thousand euros. Therefore, the current Government of Montenegro, in the manner of the one before August 30, apart from violating the regulations of the state of Montenegro, does not respect the verdicts of the courts.
16 years have passed since the restoration of independence, so today an increasing number of our athletes either mature in other countries or for the same performances. Sports achievement is more the result of family entrepreneurial initiative or rare experts in sports who, despite all the barriers, silently perform generations of talented Montenegrin athletes. One thing is certain, sports results have not been the result of the system for a long time, because the system does not exist. In addition to the incompetence and lack of planning and programming in sports, let's take data from the applications of national sports federations in this year's competition. Keep in mind that all potential users of budget funds, i.e. their authorized representatives, had to submit a certified statement that they are criminally and materially responsible for the credibility of the data from the application for the competition. Namely, in one case, for the national sports association, it was stated in the application that it claimed 559.000 during the competition, while 593.000 was provided, which makes the program cumulatively worth 1.152.000. All this would be understandable if the total annual budget of the mentioned organization never exceeded even a fifth of the planned budget. What does this tell us? It confirms the point of view about the lack of expertise and ability for realistic and sustainable planning and programming in sports. Unfortunately, this is not an isolated case, but the majority of national sports federations submitted an unrealistic plan and program along with an incorrect financial statement. When the following information is added to the previous one, the reader should finally assemble a mosaic about the captivity of the sports movement in Montenegro.
Years ago, material and financial operations were not systematically controlled, so only a cursory look at the data submitted to the Directorate for Sports and Youth shows that a significant part of the funds of Montenegrin citizens ended up in the private accounts of decision makers or related persons. Not fees, but the salary of the president of the association (a function that is usually voluntary) of several thousand euros with other expenses paid. The same is the case with the union secretaries, and what is interesting is that a good part of those contracts are illegal, so for one union the control determined that all the contracts were illegal, which was subsequently confirmed by the Directorate for Inspection Affairs. As sports organizations operate in a gray zone, and what is indicated by recent data regarding the operations of one of the most important sports collectives in our country, often politically exposed individuals redirect funds from the citizens of Montenegro to individual sports organizations, usually through budget reserves. Here, in addition to questionable legality, it remains unclear for what purpose, apart from competitions and programs, budget funds can end up in the accounts of private sports organizations. Now let's imagine the following situation. You and your neighbor have decided to open a kiosk, with one specificity. Although you are an entrepreneur, all business expenses are covered from the state budget, and the profit remains only with you. Who would not engage in such a business? This is exactly how certain sports organizations function. Also, we have an umbrella sports organization that for years shows the costs, which are covered by the international partner organization, because these are financially quite profitable global sports events. And that's how it went for years - it's enough to look at the property records with a call to the Revenue and Customs Administration to finally react and, together with the budget inspectors of the Ministry of Finance, examine the operations of a number of sports budget users and authorized individuals.
Because of everything presented, you should not be surprised by the amount of dissatisfaction of those who are not capable enough to develop an area of public interest such as sport. More money for a system without a system won't help the sport, but it will for individuals to survive the influence trading mechanism and the provision of the voting machinery. That is why the announcements by the representatives of the current government to once again allow politicians to be in the governing bodies of the federation are a desire to return Montenegrin sports and formals to the jaws of party organizations. In that constellation, the athlete remains a means and an object, not the primary interest of competitive sports. If it were not so, the jailers of sports would not have protested against the decision of the commission and the then Administration for Sports and Youth to significantly raise scholarships and support for athletes' programs. More for athletes means less means of manipulation. The rift that was made to the representatives of the captured sports institutions will only deepen and widen. The intention, as they say, "to correct injustice", is synonymous with the return of corruption, which was suppressed in the previous eight months. That is why it is important that the civil sector and representatives of the academic community become more actively involved, not only as a corrective. It is necessary to enable athletes and sports workers to express themselves more freely, get the necessary knowledge about their rights and skills, which will make them more independent in performing their regular activities.
