But the diary has its order, and the news of the day this Friday was the long-announced law on confiscation of stolen property.
It's good, I thought, better late than never... And then the "echoes and reactions" started...
The law is too strict and difficult to implement, and there are risks and challenges in its application, said the concerned Brussels administration.
The law is too lenient towards criminals, it will help them avoid punishment and legalize stolen property, domestic critics read it differently.
And not only in principle, but also in details.
For representatives of the European Commission, the confiscation of property is disputed - without a court verdict.
For part of the domestic civil sector, confiscation of property is disputed only when - the court confirms the indictment.
And what do those who are most likely to be threatened by this law, representatives of the former regime and persons connected to them, say?
Well, they are still waiting for the opinion of the Venice Commission. I guess because she was out of their hands regarding the Law on the President.
It's not the first time, three years ago, the opinion of the Supreme Court on DPS's Law on Freedom of Religion went into their hands.
She even praised him for "significant positive changes to the outdated 1977 legislation".
And she particularly welcomed the "genuine efforts of the Montenegrin authorities to harmonize the legal position of religious communities with European legal acquis"...
And then DPS lost power...

Saturday, December 17 - On the eve of the ninth election round, the inhabitants of Šavnik no longer hope for a regular end to the voting. Most of the respondents blame the police and the prosecutor's office for that.
Nobody even mentions the State Election Commission, even though the law is very clear.
Every citizen registered in the electoral register has the right to vote, the municipal election commission is responsible for exercising that right in local elections.
But there is a pop over pop - in one paragraph it is written that "The State Election Commission takes care of the legal conduct of elections and the uniform application of the provisions of this law".
And that law does not only apply to the election of deputies in the state parliament, but also councilors in the local...

Monday, December 19 - The president's unsuspecting successor, Ivan Vuković, not only retaliated fiercely against his opponents, but he took revenge on all the people of Podgorica because of the election defeat.
For the first time after the Second World War, the celebration of the Liberation Day of the capital was organized by the opposition.
It is also the first time that the Election Commission of the capital refuses to announce the election results.
And that those who lost the elections adopt the budget instead of the legally elected government.
I almost forgot, it's the first time that Podgorica looks like a day of mourning for a holiday...

The title of the book is a bit political - Criticism of Global Ethics.
The author is, and a little more, a politician, but much earlier and much more importantly - my friend.
Name? There is no need, those who are interested in ethics in politics know, the others don't interest me anyway.
And the evening? Seriously interesting, with guests from whom there is something to hear, just like the real literary ones from my youth.

Wednesday, December 21 - Burst fire at last night's host, only in the function of the prime minister. Traitor, scoundrel and other scumbags from too many homophobic throats that the organizers, for what reasons, I wonder, can't shut up...
They took care of the conclusions, but it's better not to.
Withdrawal of the Law on the President? It can't, it's not legal. Only a law on amendments to the Law on Amendments to the President's Law can be adopted. Before that, the order would be for the President to stop violating the Constitution.
An urgent agreement on the election of judges of the Constitutional Court? It is unconstitutional, the decision on four candidates is over. The only thing that can be done urgently is a new competition, and then there will be the procedure of crushing candidates, as we have been watching for months.
Agreement on the date of extraordinary parliamentary elections? It is pointless, without the Constitutional Court and new election laws, there is a real danger that little Montenegro will turn into big Šavnik.
Giving up joining the "Open Balkans" initiative? Illogically, the parliament should first declare about it.
And freeing the prosecutor's office and the judiciary from political influence and creating conditions for their independent work? Well, that is impossible, for the return of Vesna Medenica, Saša Čađenović and Blaž Jovanić there are insurmountable domestic and European obstacles of a legal nature. Plus some traffic, on the way from Spuž to Podgorica and from Podgorica to Brussels...
I have no legal or political objections to the explanation of the conclusions. Especially at the end, as if it was literally copied from the LSCG proclamation on the eve of the formation of the Hague Tribunal:
"We call for opposition to any attempt that is directed against the interests of citizens and the state. Anyone who abused their position and state property to satisfy personal interests or assimilation attempts of another state will be held accountable before the judicial authorities of this state."
They didn't answer!
Nor for the policy against the interests of the citizens and the state, which led Montenegro into the first war of occupation in history.
Nor for the abuse of position by which they turned Montenegro into a private state.
Nor for looting state property and satisfying personal interests.
Not even for the high treason committed in 1992, in the middle of the war, by annexing Montenegro to another country, thereby satisfying its assimilationist attempts for ten years.
If they were, the champions of that regime could shout "Ima nas" to their heart's content just while walking through that fenced yard in Spuz...
But no one would hear them...
Neither the speakers nor the participants of the Ima nas protest can hear each other, otherwise they would not have been made a Chinese copy of the Resist protest.
We went to the Supreme Prosecutor's Office to ask for the dismissal of the prosecutors who protect high level corruption, they ask for the dismissal of the prosecutors who fight against this corruption.
For us, Ulica was the only free institution that fights against the autocratic rule of President Milo Đukanović, they say that the only free institution is that autocratic President.

Thursday, December 22 - I am completely delighted with the ability of DPS to anticipate the positions of the European Union.
- We are here to return Montenegro to the European path - tweeted Jevto Eraković.
- I expect the European Union to take a complete distance from the Government - Milo Đukanović assured himself and the public of this.
So what happened?
- We fully support this Government - Slovenian Minister Tanja Fajon delivered the message from the European Union, on the authority of the High Representative for Foreign Policy and Security, Jozep Borelj.
- We fully support the current government, which is behind the idea of electing judges of the Constitutional Court - her colleague from Austria, Alexander Schallenberg, was a little more detailed.
They then explained what the parliament should do:
- It is necessary to appoint four constitutional judges as early as tomorrow. We expect that the procedure for appointing four judges will be established this Friday.
And then what will happen if this is not done:
- If Montenegro does not emerge from this institutional crisis with the Constitutional Court, which is urgent, it means that in January or February in Brussels, they could consider how to possibly stop the whole process. And then you all know what the consequences will be.
We know!
We also know that it's Friday - today.
We just don't know if DPS finally found out how decisions are made in favor of Montenegro...
