Experiences of others, developed
Thanks to its own scientific and technological achievements, Israel created an economic and ecological paradise on earth with the Green Revolution. All this on the sandy and lean Saharan soil, where thanks to high technological development, water is drawn from 150-200 meters underground, or salty sea water is transported and processed into fresh water, which is then delivered to households, and after the use of that water by their citizens, they repurify that same water (two or three times) and put it to use in agriculture and industry. They say there is no other way to pay off economically. And everything works for the good of man, machine and computer.
Water is the source of life like the sun, and it cannot be used at a trivial price and behave trivially? Everything that is good has such a price, that is why water is a natural and God's gift, the value of which cannot be expressed in money. Israelis do all this with their professional and scientific efforts and innovations, which contributed to the enormous achievements of the green (agricultural) revolution in the country of Israel. Rains are quite rare in Israel (eight to nine times a year), and without water, neither human, nor animal, nor plant life can survive. In Israel, not only is universal life maintained and water is celebrated, but everything pulsates for the common good and satisfaction of man and the state.
For Israelis, combined life and work are synonymous with progress (kibbutzim), whose quality products reach markets all over the world, thanks to the water they draw from deep underground or transport and process from the sea.
The Dutch, in order to get arable - production land, push the coastal sea water and its waves towards the open sea with dams, and in this way conquer new production land that they put to the function of production and economic progress of people and the state. On that land, they built a green economy, whose products reach markets all over the world, and bring the Netherlands tens of billions of dollars a year. There is a similar or identical development in some other Baltic countries of developed Europe or Denmark, Luxembourg and France. And how do they achieve all this, the answer is simple - knowledge and work.
Montenegrin natural wealth or luck?
Montenegro has both the sea and the wealth of the Mediterranean south, and the plains - valley region and high mountains with lakes - mountain eyes, wealth of forests and water, plenty of sun - there is simply nothing that is not there. Nature and God gave, but I won't believe that they had no one to give to! However, simply, for a person to believe in the fate of the crucifixion of the earth between the beauty and natural wealth that they bring, and the misfortune that cannot leave the beauty. The cause is a pure deficit of knowledge, work and management of natural wealth, beauty, market, production and economy.
The question arises, why doesn't the Minister of Agriculture and Rural Development import the missing knowledge, just as we import (simplified) bread and milk, and adapt some of that imported knowledge to the specifics of our climate and market requirements? However, we came to the realization that there are no interested farmers or investors for grants from the Abu Dhabi Fund or credit support from IPA Europe program? And everyone is silent, including the state administration and agricultural science and academics, and the confused farmers, as if they have crawled into a pit with no exit, and they are silent. That's how it is when silence is chosen as a strategy?!
In vain domestic, experience and wandering
I belong to an old (proud) generation that remembers a lot, and on that occasion I remember when we carried out extensive research project works in order to activate the Ćemovsko polje, an age-old wasteland which, according to the science of the time, was condemned to permanently represent nothing, or only for cattle grazing? Then, as now, we were confronted with a deficit of local knowledge, and by God, resistance of all kinds. Not to mention the lack of financial resources for preparatory research and design work. However, the management of the once famous Agrocombinate "13. July", she went in search of the market of knowledge and capital and received almost free of charge both knowledge and funds for the mentioned activities. Then they selflessly came to the aid of the OECD, FAO, the governments of France, Italy and the USA, Israel and numerous other international institutions and foundations, and the mega project of that time was completely successful and became the economic pride of Montenegro for many years.
And the creators of the famous Agrokombnata "13. July", from which the project of plantation plantations in Ćemovsko polje (the largest in Europe) could have emerged, were unofficially declared Victors over their time, no matter what happened in the wolf transition!
The experience from that time makes me wonder why the Government and the Minister of Agriculture and Rural Development do not invite experts from, say, Israel and the Netherlands or from France and Italy, in order to help the Croatian mind to define a project (strategy) for the use of rich agricultural and rural space. or let's say a project of scientific and technological development in the field of agriculture and rural economy, so how much does it cost? And the minister says that there is more money in the state's green budget for this year than ever before? People simply cannot believe that behind such optimism and deficit after deficit - balance sheet and economic, traps are hidden, which will continue to be paid for by the people of Montenegro. No one knows until when? If it continues like this, I'm afraid we won't have anyone to give money from the green budget promoted by the minister?
And how can it be otherwise, when there are no economically interested and capable investors from the field of agricultural farming and other activities, to go into new projects and development? There are no institutions of the agrarian system that would help them in the given situation, on the way to overcome the huge trials in the field of technological backwardness (knowledge deficit), which produces low labor productivity and competitiveness on the market, and as a result of prominent deficits, we have losses that have affected a large number of people. "Greens" into the futility of the work they once engaged in and ran away around the world on their bellies! And they left us with the minister to admire the beauty of nature and the budget, which cannot be eaten!?
Some strategic dilemmas
And finally, questions are raised in all seriousness: what activities should the announced Houses of Agriculture in Berane and Pljevlje be engaged in; then, from which and what kind of Green (or Yellow) strategy did the initiative on Agricultural Houses originate (1992, 2008 or 2014)? And finally, can it happen that the mentioned initiatives bring a new one the oil mill in Bar, or the collapsed dairy in Berane or the saltworks in Ulcinj, so that if we get stuck, as a habit we push it all to the mother state to have fun. Let it, and it should, because instead of solving economic development problems (preconditions for them not to occur), it creates new problems day by day.
