Friday, March 17 - What about this, two days before the first round of another historic vote, Milo Đukanović announced another election. After he violated the Constitution for who knows how many times last night and dissolved the Assembly...
He is sure of victory in the presidential elections, is he in a hurry to capitalize on it in the parliamentary elections? Be that as it may, the only certainty that experience instills in him is that he functions best in the chaos of his own making.
He successfully started that production first by blocking the Constitutional Court, and then by unblocking it, which - due to the lack of one judge - can easily keep it in a 3:3 stalemate.
Only this position is more dangerous than the one in which the country has been since last night - the Government overthrown, the President in decline, the Assembly on vacation...
Fortunately, he cannot command the army himself...
- The conditions have been met for me, in accordance with the Constitution, Article 92 paragraph 3, to issue a decree on the dissolution of the parliament - said the outgoing head of state.
They were not acquired, says the Constitution, because apart from the principle third paragraph - that "the Assembly is dissolved by decree of the President" - there is also the first, much more specific one.
That the Assembly is dissolved "if it does not elect a Government within 90 days from the day when the President of Montenegro first proposes a mandate holder".
For the first time, the President proposed the candidate on October 8, 2020. And the Assembly accepted him.
Three months ago he was obliged to propose a third party, the President did not do so and the Assembly could not even elect the Government.
It's a miracle when the car goes downhill after three decades of victories. As time goes on, the headstrong is getting fiercer.
It is clear to Đukanović that there is nothing to gain from winning the presidential elections. That is why, as he knows and knows how, he has to fight for a third of the votes, in order not to save at least a fifth of the Party until the parliamentary elections. A drop below 20 percent would mean that DPS no longer exists.
Fear of such an outcome is the only reason for creating chaos by dissolving the Assembly and calling elections. Neither the President nor the Party could afford the luxury of a three-day break in the campaign, let alone thirty.
This readiness to fight is also a miracle, on the eve of decisive battles, the most important thing is to preserve the unity of the Bashibozuk. The irregular army is known for its lack of discipline, especially when the pause between actions is too long.
And in this case, postponing the parliamentary elections until next spring, when the autumn term is already reserved for the census, would be too much.
In which not only the population, households and apartments will be listed. Rather, and above all, the effect of Milo Đukanović in strengthening the Montenegrin national identity...
