As human society enters the 21st century, it seems that security is still a scarce resource for many parts of the world. Regional conflicts and local wars continue, terrorism is still widespread, while people in many countries, especially children, suffer from the terrible consequences of wars and destruction. In order to respond to global security challenges and promote global unity "for better or for worse", President Xi Jinping proposed the Global Security Initiative in 2022, advocating for a common, comprehensive, cooperative and sustainable concept of security, and for a new road to global security. which manifests itself through dialogue instead of confrontation, partnership instead of alliances, and win-win, non-zero-sum outcomes. When the initiative was launched more than a year ago, it was clearly written in more than 20 bilateral and multilateral documents on China's exchanges with numerous countries and international organizations around the world. More than 80 countries and international organizations have expressed their gratitude and support for this initiative, which indicates that the Global Security Initiative is in line with the common interests and common expectations of the international community.

Thanks to the Global Security Initiative, China has actively promoted the political settlement of international and regional hot spots and has achieved a lot of progress and a number of results in this regard. In March last year, China successfully pushed for the restoration of diplomatic relations and reconciliation between Saudi Arabia and Iran, thus injecting more security into world peace. In April, China published the "Position of China on the issue of Afghanistan". In June, China facilitated China-Pakistan-Iran tripartite security consultations on anti-terrorist security to build a cooperation platform for regional security. China also published "China's position on the political solution of the Ukrainian crisis", standing firmly on the side of peace and providing a realistic path to solving security problems. After the outbreak of the Palestinian-Israeli conflict, China, as a permanent member and rotating chairman of the United Nations Security Council, encouraged the Security Council to pass the first resolution on the Palestinian-Israeli issue since the beginning of the current wave of the Palestinian-Israeli conflict and the end of 2016. China has also provided several batches of emergency humanitarian aid to Gaza to avoid the spread of a humanitarian disaster.

China has always been committed to maintaining global peace and security. Since 2008, China has sent a total of 44 groups of 139 warships to escort more than 1.500 groups and more than 7.000 Chinese and foreign ships. China ranks second in the world in terms of peacekeeping contributions to the United Nations, becoming a key actor and the largest force in UN peacekeeping operations. Over the years, China has sent more than 50.000 UN peacekeepers, the largest number among the permanent members of the UN Security Council. China has conducted peacekeeping exchanges and cooperation with more than 90 countries and more than 10 international and regional organizations, and trained thousands of police officers in peacekeeping missions for numerous countries participating in peacekeeping operations. Sixteen Chinese officers and soldiers lost their lives in peacekeeping operations, while more than 2.000 people are currently engaged in peacekeeping tasks in seven mission areas.

China has always believed that there are no winners in conflicts and wars, that there are no simple solutions to complex problems, and that the confrontation of great powers must be avoided. The world needs an "anchor" for peace and stability, not a "fire-starter" for potential conflicts. Human history has repeatedly proven that without peace, development is like water without a source; and without security, prosperity is like a rootless tree. The international community should firmly protect the international system with the United Nations as its core and the international order based on international law.

China is willing to work with Montenegro to jointly promote the implementation of the Global Security Initiative, jointly respond to various traditional and non-traditional security challenges, and protect our common and beautiful homeland for all mankind.
