This legacy of economic thought dates back to the existence of the world and centuries, regardless of which planning document it was, economic or social in nature. The reasons for the decades-long absence of planning logic in the field of Montenegrin agriculture and rural development are not known to the public to this day? Is it carelessness, professional ignorance of the matter or the message "the worse the better" remains unknown?!
Decades of life without a plan and its support
In a country where there is no good planning, one "swims" through the murky water of everyday life, so the "swimmer" is thrown out by the mother of the river - to the left or right bank...
Thanks to the long-standing dismal reality, the Montenegrin agricultural economy has been sailing through a sea of current and development problems for decades, being denied an answer to any strategic question, which would mark the halt and collapse of this important economic branch.
Let me remind you of a couple of facts that speak in favor of this claim: (a) rural exodus (escape of young people from the countryside) has long been a constant in Montenegro, with no announcement of when this evil can be expected to end. Thus, as a result of this harsh fact, today 80 percent of the Montenegrin agricultural area has neither life nor economy. And, without life and economic activity in the space, every intention of the state in this area represents a utopia, (b) hthe life of those who remained faithful to the traditional family life in the countryside, life is more than cruel, unworthy of human life in the 21st century and (C) in order to make sure that the previous claims are not without foundation, it is necessary to look, in a comparative methodology, at past and present economic resources, commodity, financial and development balances, after which everything will be clear to you. And to make things worse, there is no answer to the prominent and numerous other numerous questions of our agrarian reality even in the goat's horn, let alone in the economic structure development plan in question for 2024.
The practice of countries with a developed agrarian economy
In countries with a developed agrarian economy, the practice has been living for decades as an irreplaceable guide for any progress in a country.
For example, in France (from whose agrarian school Europe and a significant part of the developed world learned), since the end of World War II, before making a state decision on the amount of state budget support for the development of agriculture and rural economy, the planning framework in production, market, and economy has to be specified. and development, and only then approach the budget plan and other measures by which the state wants to encourage the development of the mentioned economic branch, which closes the capital circle in relation to interested, both the state and business entities and citizens.
When it comes to budget support for the economic branch in question, there are precise determinants: (a) spreventing the consequences of the rural exodus (flight of young people from the countryside) as a capital resource for the development of every rural economic structure, (b) ppriority investment projects in rural infrastructure, culture, health and economic activity, in order to provide an environment worthy of the life and work of people in the countryside in the long and short term, (C) in this direction, the states that feel the importance of this economic branch for the economic and social stability of the state, without hesitation on the pedestal of state values knowledge as a key assumption for the development of the future of the village and the country, (D) Land policy as a capital resource and a prerequisite for the development of this economic branch, without whose solutions any attempt to achieve the desired volume and quantity in production and services in the countryside is a utopia, (E) priority investments in projects of scientific and technological development and personnel training, at all levels of agricultural production, (E) interventions regarding the internal organization of work, decentralization management of agricultural production, as a highly positioned category in the functioning system of good agrarian policy, (f) the development of the institutional infrastructure whose knowledge and personnel skills represent spinal column every well-conceived agricultural system i (g) regional definition of agrarian space in accordance with edaphic, ecological and climatic conditions and the economic development interests of the state.
In France, for example, few people in the public know who the Minister of Agriculture and Rural Development is, except when farmers take to the streets with tractors. But the public knows very well who is responsible for the areas of: scientific, technological, educational and economic development system, market goals (export, import)), investment development, position of institutional infrastructure, etc.

Some capital development projects forgotten in the 2024 plan.
I never lose sight of the fact that Montenegro is not France, and that we are thousands of miles away from this multi-developed country. However, I mean the saying yes every time is not for everything, but every time is for something. That's it something today in Montenegro represents Rubicon which she cannot skip, in order to establish a new green strategy based on natural and market advantages, scientific achievements and European practice. I guess that's what we deserve, know and should be able to do on our way to a developed Europe?!
There are many open questions, but this time I will highlight three:
First, why is there not a word in the plan for 2024 about the need for scientific research as a precursor to designing the regulation of the Bojana river bed (on the Montenegrin side, recommended by the hydrotechnical expert Prof. Dr. Sava Petković) in order to protect the largest coastal and populated potential in Mediterranean Montenegro (Zeta) and the coastal area in the sector of food production, cultural development and tourism, which should be protected from the devastation of occasional high lake waters, all the way to the tourist jewel of Montenegro - the settlement of Ada na Bojana?
Else, why for years the agrarian authorities do not mention the complex of important demographic research in the area of the agrarian area of Montenegro, aware of the fact that its agrarian area as of tigers skin, and that without researched data that is demographically speaking development hotspots in Montenegro, which should have planning - development priority.
Third, they are not mentioned anywhere in the planning forecasts for 2024 investigative works in the field of scientific research on the topic: socioeconomic problems in the field of rural development in Montenegro - state and prospective opportunities.
