Wednesday, March 26 - It is the first day of the second special session of the first regular spring session of the Parliament of Montenegro.
And the thirtieth day of the circus that began with the extension of the tender for the lease of beaches. Officially in the plural, unofficially only one...
And in Ulcinj, due to the great interest of the creator of the tallest building on planet Earth in renting out deckchairs and parasols on the Big Beach...
That betrayal will not happen, but it will happen to betray national interests.
To cover this up, a circus performance was staged in parliament for the audience in front of the TV screens...
For starters, its president managed to do what no one before him had done - Andrija Mandić misplaced a question in broad daylight.
And not just anyone's question, but Dritan Abazović's question about Ulcinj's Burj Khalifa. Not one, but a whole row, but in a recumbent position...
The end of the circus was marked by the tragicomic cloning of a clown, when Prime Minister Milojko Spajić - without any provocation - glued the back of his hand to himself...

The frog saw the horse being shod, so it lifted its foot, as the old saying goes.
Which experts in folk wisdom interpret as "a condemnation of someone who does something they do not understand and that is not befitting of them, as a lesson that everyone should know where their limits are"...
I wouldn't dare to interpret the Prime Minister's public appearances - not just today and not just at the parliamentary rostrum - his brainchild is the responsibility of experts in another field...
To interpret the behavior of the ruling majority's MPs, you don't need any expertise, just a good memory is enough...
It was a multi-party mob for the rehabilitation of Milo Đukanović, worthy of his DPS from its best days...
All that was left was for the old admirers of the character and deeds of General Draža - not for the first time - to join forces with the rejuvenated Komitas movement and sing: "He is not Milo as they say, but he is the knight of Montenegro"...

What shady dealings with the Emirates, the procedures there are only a tiny bit less sacred than the Quran...
None of the accusations that guys from the Arab world are laundering money in Montenegro...
No, he wasn't corrupted in 2010, while he was prime minister, by spending his summer in Dubai "at the expense of a third party"...
No, there is nothing suspicious about the connections with Mohamed Dahlan, his company was founded quite by chance during the work...
Any similarity to the motifs of Mohamed Alabar fifteen years later is coincidental...
And the biggest coincidence is that both businessmen - despite the differences in the legality of their business - share not only the same name but also the same passion for - the Big Beach...

"Nowhere is the sky like above Dubai... Since we've ruined it, he's afraid to go into the water. The Serbian stork is happy, next year in Sutomore," that's what the ruling coalition wrote about Đukanović after he fell from power...
Milojko Spajić is (still) holding on, not because they're not destroying him - for equally dubious reasons - but because they're still protecting him with a living wall "like a ravine"...
Despite a lot of doubts and mass protests by the people of Ulcinj over the new interstate agreement with the UAE...
About which the Government has sent a blanket statement to the public, the longest not in this mandate but ever...
From which, despite that, the public learned nothing...
And despite his experience with Đukanović, Prime Minister Spajić referred precisely to his 2011 project, trying to defend both the agreement and the project, and most of all, himself...
And he also boasted that the failed deal with Dahlan "did not involve even one percent of the activities that the new one involves" with Alabaro...
And he criticized former Prime Minister Dritan Abazović for "having no interest in extending it in 2022"...

- Formula cars and karting were much more important to him - said Spajić.
Not realizing that, for the umpteenth time, he was giving the previous prime minister great credit for not wanting to (sell) state property...
And now, when everything has been clarified about the murky way in which he is trying to use Velika Plaza as a pawn for his survival in power - and he may even be at large - he consoles us in vain by saying that the agreement "has a clause for public procurement and tenders."
And how will the Anti-Money Laundering Act be implemented...
There was a clause for renting umbrellas and deck chairs a month ago, so whatever happened...
There were laws to prevent money laundering a decade or so ago, so Montenegro got by as it did...
And I'm really proud of my (younger) brother Dritan, precisely because "formulas and karting were much more important to him" than selling off 20.000.000 square meters of our common homeland...
Even if those for whom Montenegro is not their home country deny him support for 99 years for that reason...

Prime Minister Spajić has no problems with support (yet), the ruling coalition's MPs take him at his word.
Although the last one he kept - and only partially - was the one he expressed in numbers two years ago: #450/700/1.000...
And who knows how many times he was obliged to answer questions, not only from opposition MPs but also from their voters...
Will the state pay for the construction of infrastructure (and) instead of a new investor...

For Spajić, during the prime minister's hour, it was "just a show program"...
What a great beach and an even greater violation of the law, he was troubled by other concerns:
- The rules of procedure have been violated on multiple levels, people are speaking three or four times more than is allowed, questions are being asked out of turn, and the rules of procedure are not being respected - he retorted to the "ignorants" from the opposition...
And he added the insult "shame on you", violating even the elementary rules of homeschooling...

Insulting, not only opposition MPs but also all those in power who managed to retain at least a little sanity, was also a continuation of the fairy tale about how Donald Trump began implementing the Europe Now program in the first week of his term...
- The United States will soon sign an agreement similar to ours with the United Arab Emirates - Spajić said, except that it will invest 1.100 trillion euros in the US...
To reinforce the fairy tale about how emotionally attached all seven emirates are to Montenegro, he announced that their common state is behind the project in Ulcinj...
- For the first time in history - the Prime Minister was proud, as if he were really telling the truth...
And then Filip Adžić caught him in... I won't say what.
Not for the first time, every truth has been like this for him, ever since the dual citizenship he didn't have and the sale of an apartment he didn't own...
- The United Arab Emirates will not be subject to any dispute resolution mechanisms provided for in the contracts, programs and agreements concluded between the entities and the Government of Montenegro - MP Ura read out a paragraph from Article 2 of the already signed agreement.
The public reading was continued by leader Abazović:
- Paragraph 4 of Article 2 states that everything from this article will be in full compliance with Montenegrin laws, excluding the country's legislation on public procurement, public tenders and public bidding procedures or any procedure related to procurement, tenders or bidding!

The Prime Minister didn't even try to deny them. Instead, he just said:
- I ask the MPs to refrain from populism...
And then he showed both MPs and the public what populist blatant teaching looks like:
- The largest resort on the Adriatic will have a hotel complex, marinas, infrastructure, and the investor will also invest in a fund for entrepreneurs, a university, an airport and the renovation of the Old Town.
He announced that he would offer Nikšić and Boka Kotorska to the same investor...
It was said to be far-fetched, Boris Mugoša didn't exactly say that, but he did remind us that Spajić also announced a billion euros in investments from Japan and half a billion in investments in Pljevlja and...
And left without an explanation as to whose fault it was that nothing came of the announcements...
- I'm just relaying messages from investors - that's how the announcer later justified himself...
Which is the main problem, because it is not up to the Prime Minister to convey the messages of investors to us, but to convey the messages of our laws to investors.

And, in the name of the same investor, a large shopping center, schools, kindergartens, promenades, parks and sports facilities were promised, but not in Ulcinj...
But in Nikšić, municipal elections are scheduled there...
