Methodologically speaking, Montenegro has been facing a professional and scientific enigma in agriculture and rural development for decades - how to prioritize and resolve unknowns related to: c lj eve i priorities in the development of the economic sector in question, and only then establish the prerequisites for achieving the adopted goals, in which "the Lord's money" has a high and honorable place.
"The "Prsac" model of work, both in the field of current production and in the field of development, and the political institutionalization of the leaders of the agricultural management structure, as omniscient people whose word is the law that must be respected, resulted in the fact that in the decades-long existence of this economic branch, no one has ever been able to precisely know what the economic and developmental position of small, medium and large (if Montenegro has them) farms is, let alone whether we have a vision and program for our future place in the market of European developed countries?!
In recent days, we have witnessed critical messages from the field from prominent farmers, about the almost catastrophic situation in both current production and the development of farm production in Montenegro.
These messages particularly highlight the problem of insufficient funds to budget and stimulate farm production in Montenegro, on the one hand, and on the other, they express a high level of concern about the enormously high contributions. for food imports, from abroad. Previously, against the fact that 70 and more percent of imported goods, from the surrounding area and beyond, we can produce in Montenegro. Against this truth, there is the data on the catastrophically low percentage of food product exports, which is around 15 percent. If we add to the previous statements the fact that in recent decades Montenegro has experienced a demographic collapse, and that 80 percent of Montenegrin rural areas are devoid of life and economy, then is it not difficult to conclude that as we are, we have nothing to look for in the near future on the European and wider market?
So much for reminding us of some global parameters of the current Montenegrin agricultural policy, and its position in the markets in the region and beyond.
In the face of decades of wrong practice, the question arises in all seriousness - what should be done to stop the economic and developmental escalation of the industry that, along with tourism, represents the backbone of the future Montenegrin economy.
My childhood has repeatedly warned that modern applied knowledge is the number one problem, and only on the ranking list of numerous problems should we talk about money, as a prerequisite for converting the messages of knowledge into a new monetary value.
For an unacceptably long time, the profession and science in the biotechnical field in Montenegro have been without a position on the analyzed problems, why does it exist?
Therefore, gentlemen, it is important that experts and people of scientific integrity sit down at the table and, first of all, agree on what we should do, in the face of the huge problem that has been rolling before our eyes for decades on the one hand, and on the other, a weak organizational and personnel-equipped structure to face the evident problems?!
I am inclined to believe that in the above direction, European knowledge and experience (Slovenia and Austria) would be useful to us, in order to adapt our innovated agricultural policy (system) to the natural and market resources that are abundantly available to us.
On this occasion, I am also inclined to believe that the problem of knowledge (science and education), institutionally and personnel-wise innovated, with the undeniable need for the state of Montenegro to open its purse much more generously, so that the newly adopted goals in agriculture and rural economy in the short and long term are accompanied by the prerequisites for their achievement, on the path to comprehensive market and economic sustainability.
