I'm not a guy anymore, definitely. When I opened the new passport and saw the picture - I could barely stay on my feet - which implies that I am obliged to avoid all content in the future that could negatively affect my general psycho-physical stability - which includes, of course, my favorite TV content - the show "Načisto" - an extremely popular political talk show that airs on TV Vijesti on Thursdays.
"For whose account is space killed and devastated?" - that was the question that three guests, the guest and the agile - always on point - host, tried to answer last Thursday, June 11, in the show "Nachisto". The current events at the foot of the Ljubović hill in Podgorica - on the south side - where, for up to half a year, the digging of the so-called . foundation pits for a new high-rise building (Type S4, Su(Po)+P+4+Pk) - which - if it is built, and let's hope not, let's hope that reason prevails - will have a very negative impact on the lives of the residents of the same high-rise building type in the immediate vicinity, as well as the price of apartments in those multi-story buildings.
So, I decided to skip "Purely" anyway - not so much because of my unwillingness to face (for the umpteenth time) the painful and burdensome truths related to the disastrous practices of action in the space here - but because of the premonition that the respected collegium will not get to the bottom of it - and the essence would be, for example, in the statement that in Montenegro - neither at the state nor at the local levels - we do not have institutions (institutes, institutes) that would be responsible for complex professional tasks related to spatial planning - in the broadest sense - which would imply , among other things, the coordination of the development and monitoring of the implementation of spatial and urban plans.
I can't even imagine what would have happened if the Institute for Public Health of Montenegro had not intervened between us - the citizens of this country - and the terrible SARS-CoV-2. What would have happened if we didn't have an institution, that is, experts like Boban Mugoša, Senad Begić and others. If we are talking about spatial planning - then we must state that between us - the citizens of this country - and unscrupulous investors for whom profit is the only imperative of action in space - there is nothing, that is, no one.
Before we try to answer the question - why in PG, that is, in Montenegro, there are no institutions that would take over all the work related to spatial planning? - let's refer to our president - Mr. Đukanović, glory and grace to him - who never misses an opportunity to remind us that strong institutions are the only guarantee of the survival of his country. Kudos to Mayor Vuković and Ćkofi Aleksić, the first architect of PG - they are good guys - but we still cannot expect that Donbi and Ćkofi - along with the indispensable Prime Minister Marković (in the episodic role of Minister of Sustainable Development and Tourism) - will engage in solving complex systemic problems related to the spatial arrangement of PG - let alone the entire country. Especially if we know that the most important prerequisite - the existence of the political will to start a comprehensive solution to the problem - is not mentioned by anyone - which, at the same time, would be the answer to the question posed.
But don't lie down - some of my young female fans rushed at me - they say, you have to watch "Nachisto", you can't miss the story about the unfortunate people who bought apartments at the foot of Ljubović, etc. - and yet I offered who knows what kind of senseless sacrifice to the altar of the bloody pure virgin of architecture. And what can I tell you...
I am surprised, for example, that the respected ladies from NVU KANA (who if not a young architect) - while walking next to Ljubović, did not also walk to the Secretariat for Spatial Planning and Sustainable Development, down by the Kapadžić Bridge - and asked to see the planning document entitled DUP Zabjelo - Ljubović, from 2005. I am convinced that the accommodating Mrs. Zorica Rakčević would be very happy to help the ladies from NVU KANA to compare the so-called planning indicators from that planning document - and the planning document entitled DUP Zabjelo - Ljubović, Amendments and Supplements, from 2009 - with special reference, of course, to the Urban plot 82 - precisely the one where extensive excavation is currently being carried out for the foundation pit of the disputed multi-storey building.
The ladies would find very interesting information in the Secretariat - there is no doubt about that - after which they would find themselves in a unique opportunity to ask several narrowly specialized, fundamentally important questions - related, primarily, to the motives that preceded the decision to create the mentioned planning document from 2009 , complete with a program assignment - to whom? - to no one else but our mother - Dejan Milovac - director of the MANS Research Center. Namely, there are strong indications that MANS is in possession of extensive documentation that "points to illegal construction and violation of the law within the DUP Zabjelo - Ljubović (from 2005 - op.a.)". The documentation was prepared for the session of the Assembly of the Capital City of Podgorica, which was held on June 3 and 4, 2009 - and at which, you guessed it, the DUP Zabjelo - Ljubović, Amendments and Amendments was adopted - but, unfortunately, it was not presented on that occasion.
"... within the framework of the mentioned plan", reads the text entitled "Illegal construction, DUP Zabjelo - Ljubović", which was published on the website of MANS on June 2, 2009 (mans.co.me) - and signed by certain Rade Obradović, at that time program assistant for sustainable development at MANS, "a number of buildings were built that exceeded the limits allowed by the valid DUP Zabjelo - Ljubović, i.e. the buildings were built with more floors than what was planned in the planning documentation . In addition, some of these buildings have building permits issued by the relevant institutions, despite the fact that they are not in accordance with the valid planning documentation".
I am surprised, I must admit, that director Milovac, our mother, still did not find it necessary to harness all her considerable capacities on her own initiative, in order to help Miss Ruškica from KANA - to count all those mighty floors built under Ljubović - and that without valid planning document.
I am also surprised that misses Mica Vujošević and Vita Jelkica (green pine) - the striking tandem of KANA - did not feel called to round off the story of the unpleasant events under Ljubović - with a series of constructive proposals for overcoming the accumulated problems. We all know - including our mother Milovac - that the spatial planning system of this country has never worked - which means that we are all together, both as a profession and as individuals - tutti quanti - in an obligation to help the authorities by working everywhere and at to every place - ready to stand in the way between insatiable investors and the so-called public interest - and offer wise and above all sustainable solutions.
Now excuse me, I have to verify what Mayor Vuković said to the citizens of the Ljubović Local Community on July 19 last year - I'm really interested in whether he mentioned the controversial UP 82 - and I also have to verify the appearances of Mr. GAPG Aleksić on the program Hronika Podgorica (RTCG) from On October 18 last year and from June 16 this year - I'm really curious if Ćkofi mentioned the current, unpleasant events at UP 82.
