I did not tell you that Sir Žile, the first Montenegrin architect, approved the initiative at the end of last month Vladan Stevović, the first architect of Budva - the Queen of Montenegrin tourism - to transfer to Stevović's team the organization and announcement of the international competition for the famous promenade - this time on the stretch from the Old Town to Bečići (and not to Rafailovići).
JP Morsko, for its part, delivered at the beginning of April to Sir Žilet's directorate under Mr. Mitket's Ministry of Ecology, Spatial Planning and Urbanism - the documentation necessary for organizing and announcing a tender for the conceptual design of the aforementioned promenade - from the Sole Mio restaurant to Bečić - in addition to the previously delivered 100.000 euros, in the name of expenses for the organization of the competition.
Therefore, Sir Žile - acting strictly according to the letter of the Law, as always - gave up on the Ministry (that is, Sir Žile), with the cooperation of JP Morsko dobro and the Municipality of Budva, to appoint a jury and form a joint working team that would deal with organizing the competition - and decided to transfer all responsibilities, with official blessing, to the so-called local self-government body. Which is understandable, of course, if we know that Sir Gilleta is pressing a heavy burden of other obligations. Sir Žile, for example, last Thursday was obliged to go to the field with the boss Mitket and his colleagues and check the works on the highway - with an emphasis on locations where the environment is (allegedly) devastated - "in order to", it is said, " determined the actual factual situation in relation to the reports and remediation plans" - which I welcome, wholeheartedly - reports and plans are one thing, and the actual factual situation on the ground is another.
Anyway, I will mention, incidentally, for the sake of a joke, that in the Decision on the determination of the manager of the preparation of the Spatial-Urban Plan of the Municipality of Budva and the amount of remuneration for the manager and the expert team - which the Government of Montenegro, glory and mercy, passed on July 22 (SL 82/ 21, dated July 29) - we have Article 3, which says: "To the production manager and the professional team... compensation is determined in the total amount of 150.000,00 euros" - in the total amount, he says, - which, I would bet, refers (i) to the total associated taxes and surcharges - and here we have an expenditure of 100.000 for organizing and announcing a competition for the promenade - which is, to say the least, strange... If the Government, by any chance, appointed me as the manager of the preparation of the Municipal PUP Budva - I'm sure it would be even stranger.
I have no doubt, please, that if God wills it, the promenade will "completely change the appearance of the most attractive zone of the metropolis of tourism, the one along the very coast that has been devastated by various inappropriate facilities for years", as Mr. Mikijeljs, director of JP Morsko dobro, and that it will "increase the quality of life of all citizens of Budva" - but I will still allow myself the statement that the preparation of the PUP of the Municipality of BD should be - if it is lucky - an incomparably more complex task than organizing, announcing and judging the competition for one promenade - be it in the most attractive area of the tourism metropolis.
Mr. Mitka, for his part, proposed in mid-July that the managers of the Spatial Plan of Montenegro - the Spatial Plan of our entire country, sung in song - determine the compensation in the amount - pay attention now: 350.000 euros - but luckily, reason prevailed, so he Generals Krivokapic decided to free the state purse and add another 150.000 - a total of 500.000. And now I'm wondering why the big stories about the Institute for Spatial Planning and Urbanism, when we can get the PP of Montenegro for a paltry half a million euros - and that in record time - and the PUP of the metropolis of tourism for a more than favorable 150.000.

The tenth, jubilee FREI (Festival of Real Estate Investments) was held at the Hotel "Avala Resort & Villas" in Budva from May 13 to 16, 2019.
As part of the jubilee FREI, there were also several panel discussions, the most interesting of which was on the topic: International competition for the urban-architectural solution of the promenade in Budva. Dear Panelists - Dušan Vuksanović (uncle Duško - the first architect at that time), Ana Samardzic (the first female architect of Budva at that time - today the urban planning advisor to General Krivokapić, Prime Minister), indispensable Slobodan Mitrović (intellectual, i.e. common sense support), Veljko Radulović (Lepi Veliša, the hero sung in the song from theory and practice) i Dragan Markovic (assistant director of JP Morsko dobro at that time - in the function of an indispensable mirjo) - were united in their assessment that the promenade "can be a new impetus for the shaping of urbanization and the appearance of the city" - or in translation: if the village is burning, and it is burning (as then, as and now), maybe it's the right time for grandma to go to the hairdresser - that is. to throw a hundred thousand euros at the mentioned - international competition.
Even the sparrows on the branches of the Budva palm trees know that Budva, at one historical moment that definitely escaped us - let's say it was at the end of the happy eighties of the last century - was hit by an elemental calamity, known in theory and practice as deconstructed/deconstructed urbanization - or budvanization - so the impulse to transform the disorganized Budva urbanization - at least for a shade - with a magical promenade was warmly welcomed by young female architects - many young, many cute - and young architects - equally young and equally cute.

It is difficult to assess, at this moment, how much the concretization of the impulse related to the organization, announcement and implementation of the mentioned international competition - was influenced by the fact that on May 18, a few days after the end of FREI 2019 - the Venerable Martyrs of Galaktion and Epistima - Pavle Radulović, minister of sustainable development and tourism (our good Paško - the best minister in the millennial history of sustainable development and tourism in Montenegro) - "received", as I said, "a bullet". Namely, on May 18, Paško allowed, despite numerous controversies, that (i) the summer of 2019 on the Budva promenade, in the Morski Dobr zone - between the promenade and the seashore - to remain, with certain conditions, a good part of the so-called of temporary establishments (disco, fast food establishments and shops) - regardless of the fact that all temporary objects that were located on the opposite side were previously removed - in the promenade area controlled by the Municipality of Budva.
