I see that in the meantime you have (even) talked twice with my distraught neighbors from Ljubović Street - which is commendable. One would think that you are capable of empathy.
If we assume, Mr. Vuković, that the interests of the gentlemen who are building apartments along Ljubovićka Street in Stara Varoš are in a kind of collision with the interests of my neighbors who live in that street - then I guess it goes without saying that you would have to act as a mediator - as someone who is obliged to reconcile conflicting interests, that is, to find, if not ideal, then at least a just and least bad solution. The fact is, however, that you, Mr. Vuković, consciously subordinate the interests of my neighbors to the interests of the gentlemen who build apartments - and that from the start.
Mr. Vuković, please - is it possible that during the preparation of the planning document which gave the gentlemen the right to build apartments along Ljubovićka Street - at no time did you feel the obligation to at least inform my neighbors of the intentions of those gentlemen? You knowingly kept my neighbors in the dark, Mr. Vuković - and you are not out of their hands even now, quite the opposite.
The specific problem pressing my neighbors could be reduced, in brief, to the fact that Ljubović Street and their houses are included in the urban planning project "Stara varoš - part of zone A" - and that they are currently active (even) in the scope of that planning document. three construction sites - which is just the beginning of the realization of everything outlined in that planning document. It is about the area within the boundaries of Petra Prlje Street in the north and Ljubovićka Street in the east and southeast, and the Montenegrin Serdar Boulevard route in the west, southwest and south.
So, Mr. Vuković, you say that you officially received my neighbors on Friday, January 21 - in the Administrative Building of GG PG - and that the conversation lasted "almost 2 hours". The second meeting - of an unofficial nature - took place last Saturday, January 22, on the spot - precisely in Ljubovićka Street - as part of your tour of the (excavated) streets of Sava Lubarda and Spas Nikolić.
"I explained to our hosts," you say in a post that appeared on your FB page on January 22, "that the Capital City does not have jurisdiction over changes to the planning documentation (we offered them that, in order to fulfill some of their requests, we would jointly submit the initiative to the competent ministry)".
You do not state, Mr. Vuković, what are the demands that my neighbors are behind - but that is why you state that the GG is not competent in the matter of changes to the planning documentation that was adopted by the GG Assembly - and not the competent ministry.
I will remind you, Mr. Vuković, that the Decision on the creation of UP "Stara varoš - part of zone A" in Podgorica was made by your predecessor, Mr. Stijepovic (SL - Municipal regulations, 14/18, dated April 27, 2018). In that document, if I may point out to Mr. Vuković, the then Ministry of Sustainable Development and Tourism is not mentioned anywhere.
It goes without saying, of course, that he is a minister Pavle Radulović, in front of the MORiT, on December 24, 2018, gave his consent to the UP Proposal "Stara varoš - part of zone A" in Podgorica - which you, Mr. Vuković - and not someone else - delivered to him on December 19, 2018 - which was a condition that the Assembly of GG PG at the session held on December 27 and 28, 2018, pass, fanfare please: DECISION on the adoption of UP "Stara Varoš - part of Zone A" in Podgorica (SL - Municipal Regulations, 52/18, dated 31 . December 2018").
If you have the report on the revision of the planning document UP "Stara varoš - part of zone A" - I would ask you, Mr. Vuković, to forward that document to me, so that I can include it in my collection of documents related to the entire case. I did not manage, even with superhuman efforts, to dig up that document on the Net.
After the UP "Stara varoš - part of zone A" was adopted, none other than li, fanfare please: Filip Aleksic - the first among PG architects. On December 23, 2019, Aleksić signed the Decision - specifically referring to the UP "Stara varoš - part of zone A" - by which the investor Novi Volvox doo Podgorica - gave consent to the preliminary design of a residential building on Urban plot 17 - five above-ground floors (ground floor and four floors) and two underground floors. UP 17 is located between the northern row of residential buildings in the street parallel to Montenegrin serdar Boulevard (on the northeast side) and the western branch of Ljubovićka Street (on the southwest side). In that place, Mr. Vuković, a hole has already been dug - of incredible dimensions. I believe my distraught neighbors showed you that hole.
And now guess, Mr. Vuković, who on September 22, 2020 annulled the mentioned Decision of December 23, 2019 - and signed a new Decision - again referring to the UP "Stara varoš - part of zone A" - to which the same investor - Novi Volvox doo Podgorica - gave consent to the new Conceptual design of a residential building (five above-ground and two underground floors) on Urban plot 17? No, Mr. Vuković, you are wrong - MORiT has nothing to do with it - both solutions were signed by Mr. Aleksić, the chief PG architect.
In the meantime, the role of investor from Novi Volvox doo Podgorica has been taken over by Zan Co doo Podgorica - don't let that bother you, Mr. Vuković. Regarding the board that was placed next to the entrance to the construction site - and the information that there is a consent of the chief state architect - 1071-2-PG-138/3 - I have to admit, Mr. Vuković, that I did not manage to dig up that consent - even with superhuman efforts - so please, if you have that consent at hand, please forward it to me.
Mr. Aleksić is an investor Bešlić pleased on July 15, 2021, with the Decision on consent to the preliminary design of the mixed-use building on UP 32 (one underground and four above-ground floors) - at the southern end of Ljubovićka Street, along the Boulevard of Montenegrin Serdars, on the north side - again referring to... Which planning document? Do we know, Mr. Vuković? Of course, Aleksić again referred to UP "Stara Varoš - part of Zone A" in Podgorica, which, I will remind you, was passed by the GG PG Assembly, not the competent ministry.
On November 29, 2021, Aleksić signed the Decision - again referring to UP "Stara varoš - part of zone A" - by which he gave consent to the investor Cijevna Commerce doo Podgorica to the preliminary decision of the residential building on cadastral plots 3419, 3420, 3422 and part floor plot 3421/1 (two or three above-ground and one underground floor). That's it, Mr. Vuković, at the well - the endowment Arsa J. Nenezić - between the western branch of Ljubovićka, on the southwest side, and the northern row of residential buildings in the street parallel to the Boulevard of Montenegrin serdars, on the northeast side.
