Appointment decision Dr. Vladislav Šćepanović for the director of the public institution Museum of Contemporary Art of Montenegro - she passed Abazovićeva the so-called technical Government at its 57th session, held exactly on June 15 last year (believe it or not).
The proposal that the just-mentioned Dr. Šćepanović - and not someone else - or someone else, for that matter - be appointed as the director of JU MSU Montenegro, was submitted to Abazović's government. Maša Vlaović, M.Sc, Minister of Culture and Media (at the time).
"Article 47 paragraph 1 of the Law on Culture", it is stated in the short Explanation of the said Proposal, "it is prescribed that the director, business and artistic director of a public institution, whose founder is the state, is appointed by the Government, on the proposal of the Ministry (Mr. Vlaović - in this case - op.a.). Also, paragraph 2 of the same article stipulates that an established artist or an established expert in culture is appointed as the director of a public institution, the founder of which is the state".
And now we (the public) are asking ourselves (as): did M.Sc. Vlaović fail to appoint Dr. Šćepanović to a responsible position - or, in other words, whether Dr. Šćepanović is God-given for the director of JU MSU Montenegro - is Dr. Šćepanović, specifically, the Montenegrin arty-messiah who will take Montenegrin (visual) art by the weak handle and lead it into the terrible 21st century - one could speculate about that - oh yes! - but still not on this occasion - and certainly not before I consult with some of the established artists and/or established experts in culture - of both sexes - who had no difficulty in imagining themselves on May 15 last year - and not the respected Dr. Šćepanović - in the position of the director of JU MSU Montenegro.
And since, along with the aforementioned proposal, M.Sc. Vlaović did not attach a detailed biography of Dr. Šćepanović - which would also include a complete list of references - along with the basic information that was provided (graduated, master's, doctorate - and "was the acting director of MSU in Belgrade") - we In fact, we do not know on what basis the "Commission for personnel and administrative issues, as a permanent working body of the Government responsible for the issues of proposing appointments, appointments and dismissals under the competence of the Government" - supported the proposal of Mr. Vlaović and submitted to the Government a proposal to appoint as the director of JU MSU Montenegro fanfare please: just Dr. Vladislav Šćepanović - and not someone else - or someone else,

"The Government of Montenegro, at today's session," reads the notice published on June 15, 2023 (one year ago today) on the website of the Government of Montenegro, supported by the Ministry of Culture and Media, "adopted the proposal of the MKiM (that is, the aforementioned Commission for personnel and administrative issues) that a prominent creator and established expert in the field of culture be appointed as the director of the Museum of Contemporary Art (fanfare please: - op.a.): Vladislav Šćepanović".
It is easy, in the end, to be a prominent creator - there is no creator here who is not prominent - but come on, mother's son/mother's daughter, be, by the way, an expert in the field of culture...
"With Vladislav Šćepanović's extensive experience in this field and his education, I believe that he will lay good foundations for the development and successful operation of the Museum of Contemporary Art," said the Minister of Culture and Media, MA Maša Vlaović.
Well, man/woman, we don't even have the basis for the development of MSU...
And now it's up to Dr Šćepanović to take care of the basics and the rest - Mister Vlaović has done her part of the job - she appointed a man whom she felt - or he managed to leave such an impression on Mister Vlaović - that he is capable of carrying JU MSU CG on your broad shoulders - and voilà - you have (no less, no more than) JU - and therefore an assured position of at least the head of that JU during your lifetime - and probably even a head, God bless you - and a secured position among Montenegrin immortals ( the fairies will grab for centuries that Mr. Vlaović wreaths worthy of tripping, etc.).

And now let's ask ourselves at whose suggestion did Vlaović take over the culture and media department in Dritan Abazović's Technical Government? What was crucial in her case? Because if we compare the references of Dr. Šćepanović and Mr. Vlahović - the following question arises: would Dr. Šćepanović - if, by any chance, he was the Minister of Culture and Media in the Government of Abazović Dritana - suggest that it was Mr. Vlaović - and not some other prominent a creator and/or established expert in the field of culture - or some other prominent creator and/or established expert in the field of culture, why not - appoint him as the director of JU MSU Montenegro?
Things crystallized at the beginning of November last year - when Mme Vujovic, Minister of Culture and Media in the Government Milojko Spajić, took over the portfolio from M.Sc. Vlaović, the former Minister of Culture and Media - so that Dr. Šćepanović, director of JU MSU Montenegro, at the beginning of December, without a moment's notice - and referring to Article 32 of the Statute of JU MSU Montenegro, please - hire Mr. Vlaović - and not some other - a more established expert in the field of culture than M.Sc. Vlaović - or someone else - a more established expert than M.Sc. Vlaovi - for acting assistant director for museum affairs at JU MSU Montenegro.

If things were not set the way they were set - and they were set upside down - we would have a wide public debate about a personality (please) capable and ready to raise the CG art scene (we mean the so-called visual arts - that is, the scene which - after all and all other art scenes in Montenegro - a dead sleeper dream) and make it relevant at least in the so-called regional frameworks.
If things were not set up the way they are set up - if we were a society that kept to itself - we would have a first class social/cultural event - we would not have one hopelessly unrounded and comically ambitious person who - we don't know why - was assigned the department of culture and media - that it turned out that this person, in addition to everything else that goes without saying, is keenly interested in adding one to the list of public institutions - no less, no more than, fanfare please: the Museum of Contemporary Art of Montenegro - and to install himself/herself in the same century of the century (after completing the ministerial mission).
If only, in addition to Dr Šćepanović - who is obviously a very constructive staff - rounded up in Belgrade - the white city on the banks of two rivers at the foot of Avala - we had at least one more candidate - or a female candidate, why not...
If only we had zero suspense, instead of what we had...
