In the meantime, fans have been mercilessly filling my inbox with all kinds of information - mainly in an elegiac tone - and regarding the more recent additions of Ms. Radović Jelovac, Acting Director General of the Directorate for the Implementation of State Guidelines in the Field of Architecture in the Ministry of Spatial Planning, Urbanism and State Property - as well as for the results of countless architectural and architectural-urban competitions - both national and international - which have recently been organized, announced and jury in Montenegro - which I had to ignore - because it is not up to me to deal with that very complex and very painful issue - the will, in principle, certainly exists - but I am not young anymore (monkey)...
OK, until recently (until a couple of years ago) I dealt with complex and painful competition issues - you are my witnesses - and all in the hope of starting professional circles and encouraging professional dialogue - which did not happen, of course - it turned out that "My tribe he sleeps with a dead sleep,/ my tears have no parents,/ the sky is closed above me,/ he does not accept my cries or prayers" - and everything came down to that Losovo (Adolf Loos, 1870 - 1933): "Ins Leere gesprochen" (Spoken into the void).
Anyway, turn to the other one Mitrovic - to the president of the Professional Chamber of Architects (SKA) at the Engineering Chamber of Montenegro (IKCG) - Comrade Mitrović is very agile and omnipresent when it comes to competition practice here - it is difficult to imagine a competition jury that is not chaired by Comrade Mitrović - both in front of the SKA IKCG and in his personal name - or, in the worst case, Comrade Mitrović is a member of the jury - and you can also contact another Lakovic - to the President of the Assembly of the IKCG - so that Comrade Laković nicely schedule a session of the IKCG - with an expanded composition - which would be dedicated exclusively to competition practice in Montenegro - which would be the perfect opportunity, dear colleagues, to publicly express everything that is on your soul - and it wouldn't be worse, perhaps, to skip the mentioned two - both Mitrović and Laković - and directly address the other Radunović - to the new Minister of Spatial Planning, Urbanism and State Property - but not right away, but there after the New Year - or even better after Jovanovudna (St. John, January 20) - because we would have to give another one hundred (and change) to Radunović if he grasps the strings - and to present to us the program of action of the state body he heads - with an emphasis, of course, on the primary directions of action.

When I already mentioned Comrade Laković - I can't help but mention the report that was broadcast on TV Vijesti on May 17 last year - the subject of which was the notorious Detailed Urban Plan "Gorica C" - that is, the Proposal for the Decision on repealing the Decision on Adopting the Detailed Urban Plan of the "Gorica C" plan in Podgorica (SLCG, Municipal regulations, no. 40/19) - which, let's just say it, was adopted at the III Session of the Assembly of the Capital City of Podgorica, held on May 11, 15 and 19 last year.
The star of the report was, you guessed it: Comrade Srđan Laković - current president of the Assembly of the IKCG and former president of the IKCG (in the period from April 2019 to October 2021 - which means that the notorious DUP "Gorica C" was brought in for Laković's time at the head of the IKCG ).
"For the most part, the plans were made for us by companies from outside", clicks Laković in the above-mentioned attachment. "The state allowed that (and some other entities also allowed it, speaking of that - op.a.). These companies are, specifically, DUP "Gorica C", i.e. its revival, which was/was done outside the law/outside the law (outside the law!? - has anyone reported it to the authorities?! - op.a.) - that company should bear the responsibility, but it is located in Čačak".
It is about the company "Urbanprojekt - Company for consulting, urban planning, design and engineering" from Čačak - and how exactly that company, and not another, found itself in the role of processor of the planning document entitled DUP "Gorica C" - I do not know, to be honest honest - but I would bet, for all the money, that the public procurement procedure was carried out and that the "Urbanprojekt" from Čačany offered the lowest price - with the remark that at that time Stijepović at the helm of GG PG - SL CG 14/2018, dated April 27, 2018 - just before the helm will be taken over by Comrade Vukovic) - the price was the decisive factor - while at the time of the prime minister Abazović the work of creating planning documentation (see the Decision on the creation of the (new) Detailed Urban Plan "Gorica C" in the Capital City - Podgorica and the Decision on the Designation of the Manager of the Development of the Detailed Urban Plan "Gorica C" in the Capital City - Podgorica and the amount of compensation - SL CG 96/ 2003, from October 27, 2023) was given to the one at whom the prime minister pointed his finger.
Be that as it may, it is quite certain that the people of Čačan delivered a planning document that was very much liked by Comrade Vuković, the mayor of PG - and which was also approved by Mrs. Izgarevic - at that time Acting General Director of the Directorate for Spatial Planning at the Ministry of Sustainable Development and Tourism - and the Council for Revision of Planning Documents (ask other Svetislav Gavrilovo Popović - the famous Montenegrin urban planner, and probably (I would bet) the president of the aforementioned SzRPD at the time of the adoption of the DUP "Gorica C" - about the positive attitude of the Council on the Draft of the DUP "Gorica C") - and not to mention the other Barović - at that time acting secretary of the Secretariat for Spatial Planning and Sustainable Development at GG PG - in the role of representative of the proposer (Ivan Vuković in front of GG PG) who participated in the work of the Assembly of GG PG and its working bodies during the consideration of the DUP Proposal "Gorica C" - and who did his best to ensure that on October 1, 2019, in the SGG PG, the Decision on the Adoption of the Detailed Urban Plan "Gorica C" in Podgorica was voted.
So, when a lady who lives in the scope of the DUP "Gorica C" - a lady who was shown a building a few meters from the building where she lives - and who is condemned to look at the neighbor's underpants on the floor and at the neighbor's flat - and not at the bitch and the Malaysian hills in the distance - ask the question: who is to blame? - the answer would be that the people of Čačan bear part of the blame, certainly - but the Čačan story would not have passed if it had not been according to the wishes of comrades Vuković, Barović, Svetislav Gavrova, comrade Izgarević - and of course: comrade Laković, in front of the IKCG.
And never lose sight of the fact that the fight against misinformation is an important segment of the fight for democracy - and that democracy will not be given to us - we will have to fight and fight for democracy (as we know and know how).
