Ollie Watkins came on in the 81st minute for Harry Kane, along with Paul Palmer for Phil Foden.
Gareth Southgate took risks, not so much because of the proven players he brought into the game, but because he brought out the best - captain Kane, England's top scorer in history, and the best player in the Premier League last season, Foden.
Assistant Palmer and goal scorer Watkins brought Gordom Albion to the final of the European Championship, right at the end of the 90th minute.
"I've been waiting for this moment for weeks. It takes a lot of hard work to get to where I am today. I'm thrilled. I swear on my life and the lives of my kids, I told Cole Palmer earlier today that we're going to go into the game and he's going to set me up. . That's what happened. When I saw the ball go into the net, it was the best feeling ever," Watkins said after the game.
England is in the Euro final for the second time in a row. Super-strong Spain awaits in Berlin on Sunday evening.
"There's been a lot of criticism of us, but we're in the final and that's all that matters. We have that character to come back after we're down. We seem to get into gear only when we're behind. We've been winning on penalties and coming back from behind," said Watkins, Aston Villa striker.
