The Ulcinj DPS accused the coalition partner - FORCU of violating agreements, because its leader and current mayor, Nazif Cungu, appointed Valjon Buzuku as acting chief architect. The function of the chief architect was established by the new Law on Spatial Planning and Building Construction, and DPS says that urban planning is their department.
"The position of the president of the municipality, Nazif Cungu, is premature. I think that it is unnecessary and it violates some principles of the coalition, because DPS belongs to that department," said the president of OO DPS Ulcinj Ljoro Nrekić.
The Secretariat for Urban Planning is headed by a DPS staff member, while the third coalition partner says that he is not surprised by this move by Cungu.
"Well, it's nothing new, because we as a coalition only functioned spontaneously. The agreement we had was never honored and we never even met," said DP President Fatmir Đeka.
The opposition members are not surprised either, but they expect that after the local elections DPS and FORC will appear to be related.
"It is not decent for a person to interfere in these family relationships, especially since I have no doubt that they will come to an agreement very quickly, that they will manage to deal with some other interests," said Skender Elezagić from the SDP.
"The key to all malfeasance and manipulation in all local self-governments, and this is especially pronounced in our municipality, is the work of urban planners. The previous authorities also argued over these urban planning tasks," said Andrija Ćetković from the SNP.
The SDP is telling the current authorities that they had better adopt the plans, because the new law will cancel everything that was done and not adopted within the nine-month deadline, which will soon expire.
"There is a danger that in 2-3 months the procedure for adopting those planning documents will be suspended, which means that the citizens of Ulcinj will have to wait another 2-3 years, maybe more, to exercise their elementary civil rights," said Elezagić.
And while the opposition reminds that no plan has been adopted for years, apart from amendments, the DPS say that this move by Cungu can affect the post-election process in Ulcinj.
