The average salary of employees in the state administration with a secondary education is about 350 euros, and with a high school education it is under 500, the Union of Public Administration and Justice announced.

"If no one else in the family is working, the question would be how to survive the month, and in addition we have to find additional jobs. The mental noun is to go on a summer or winter vacation, not to mention our colleagues whose salaries are delayed by 7,8 months". points out Nenad Rakočević from the Trade Union of Administration and Justice.

Determined to change, as they say, such a bad status in the public administration, the trade unionists, from the first conference in Podgorica, presented clear demands to the employer and the state - an increase in the minimum wage, an increase in wages, and solving housing issues.

"We all have eyes and around us we see rich tycoons, rich officials, and when an ordinary worker asks them for just one day off, real hell ensues. We are not just voting robots here. Tell me when there are any MPs, either position or opposition, who receive salaries as if they were doing something, said that his salary should be reduced because he is ashamed of the workers of Montenegro who are barely surviving. I will tell you - not one. They are all the same," says Rakočević.

They announce that they unofficially learned that, according to the public administration reform, five percent of public sector employees are scheduled to be fired. They say that the employer, i.e. the head of the body, must be responsible for every worker who is redundant, and they are in favor of redistribution

"There are no redundant employees and we will not allow a single employee of the state or local administration to be out of a job," notes Rakočević.

They concluded that the Law on Employees' Wages defines the lowest coefficients and the lowest level of wages, with the possibility of negotiation, that collective agreements must be concluded within a year, that trade union representatives must participate in decision-making, and that the Law on Trade Unions be passed urgently. They warned that if the authorities do not respond to these demands, they will organize a general warning strike. In the end, they admitted that even the trade union struggle is not the most effective, that the trade union leaders are not persistent enough, and called for harmony and joint action.
