When the street was being built, that is, when the buffer was being installed, these people who were installing it, did not spread the complete buffer, along the entire length of the street. instead, a depression remained and that's how the asphalt was laid, and the depression remained there forever. As soon as it rains, we can't get to our houses without boots or rubber boots," Kovačević pointed out.

Concerned for the safety of the children, above all, Kovačević points out that they have been turning to the competent institutions for years.

"First we turned to the local community of Gornja Gorica, but either they didn't listen or they were not up-to-date, mostly they didn't do anything. So then we went to the municipality, to the agency that was established for these communal problems, I went at least seven, eight roads until now. They turned to the road company. I think it was 2013, director Klikovac came with her colleagues and they came to the conclusion that the best and only solution was to fill this depression with concrete. They set the margins , points, did not appear for a year or two," Kovačević said.

The Capital City and the company "Roads" explained that the main street reconstruction project in the Gornja Gorica settlement has been completed and that property relations are scheduled to be settled this year, after which they will start, as they say, with the reconstruction work.

However, it is not clear to Kovačević what exactly the property relations are, when the director of the company "Roads" herself assured them that everything would be resolved.

"I really don't see any property problems. That's when she told us that there are no problems, that it will end, and look how long it has been. Although their grandchildren's favorite pastime is throwing pebbles into the water, Dragan and his neighbor Mihail do not like the fact that they are often wet and exposed to various bacteria.

"This is not an investment, and we would be ready to participate. You know how unpleasant the smell is here when the water recedes. Children play there, bacteria are everywhere. Children go to school wet, dirty, it's very inconvenient. The worst is now when evaporation starts, it's dust, our children inhale everything," said Mihailo Osmajić, a local resident.

And various procedures prevent them from taking matters into their own hands, which is why they are begging the authorities to speed up the resolution of their problem.

"If the state of Montenegro and the municipality of Podgorica cannot pour some 50 m of asphalt, it will fail," Kovačević concluded.
