As of today, Ulcinj has a spatial urban plan, the adoption of which was awaited since 2009. Opinions about the spatial plan are different, and the first man of the city believes that this is a new beginning for Ulcinj.
"Now we can invite foreign investors, we have all the planning documents, so this is a new beginning for Ulcinj", said the president of Ulcinj Municipality Nazif Cungu.
They don't think so in GP URA either. They are especially worried about Valdanos and Solana.
"I think that this is a tactical political ruse, fantastically devised by the government and the ministry. Nowhere did they decisively say that there will be construction on Solana and Valdanos, and nowhere did they decisively forbid it. After the adoption of this plan, we will not have a clear picture that have we protected these localities or not," said Dritan Abazović.
And while the developers claim that there will be no construction in the Solana area, it is clear that the plan for the special purpose of the coastal area can defeat this plan. The URA has also received objections to the Sasa and Velika plaža locations, with claims that the plan for that area was made to satisfy personal interests.
"I mentioned Prva banka and Sas. On the Velika plaža, those cubes for tourist settlements are owned by Prva banka, but there are a lot of green areas where the citizens of Ulcinj are. As for Sas, I also mentioned it. I have nothing against private ownership, nor people who are successful in their business," said Abazović.
What makes this plan specific, in addition to seven years of work on it, is the fact that it was prepared by the Government of Montenegro, and the people of Ulcinj only adopted it.
"I think that for the first time in history the procedure for adopting a local plan is left to the central government. But what is there is. We need to be correct, the processor, the Ministry, the Government, nevertheless tried to cooperate as much as possible with the local authorities", said Skender Elezagić from the SDP -a.
On the other hand, the SNP think that this is still the best solution.

The spatial plan was adopted by the votes of 18 councilors, while two URA councilors and a Democratic Front councilor abstained.
