The Minister of Internal Affairs, Goran Danilović, in his proposal to the Government for the dismissal of the Director of the Police Administration (UP), Slavko Stojanović, stated that "undoubtedly, the primary objective responsibility in relation to failures in the fight against organized crime rests with the director, and then the other competent managers of the UP, who are lower in leadership hierarchy".

Danilović submitted the proposal for the dismissal of Stojanović to the Commission for Personnel and Administrative Affairs of the Government, but his proposal was not decided at the last session.

The oral explanation at the session was that Danilović's proposal was not formally correct.

In Danilović's document, which "Vijesti" had access to, it is stated that in the event of Stojanović's dismissal, the minister will, in accordance with the law and with the prior consent of the Government, appoint one of his assistants to perform the director's duties.

"He would, choosing his team of associates, make other necessary personnel changes, that is, he would invite the assistant director - the head of the Criminal Police Department to submit a personal request for the termination of his mandate and he would make decisions on the assignment of other officers to the positions of heads of certain specialized organizational units of the criminal police sector at the headquarters, individual centers and security departments, as well as to the positions of the managers of the organizational units of the criminal police in those centers and security departments," reads Danilović's proposal.

Milovan Pavićević is in the position of assistant director of UP - head of the Criminal Police Sector.

Competent authorities and bodies, as well as the public, stated, the document says, that there has been a significant complication of security conditions in certain cities, that is, in Montenegro.

"The consequences of these events are tragic and more than worrying and are reflected in the frequent execution of an increasing number of criminal acts of murder, aggravated murder, attempted murder, aggravated attempted murder, but also arson on cars, explosions and other generally dangerous acts can connect with mutual conflicts between organized criminal groups from Montenegro and their associates from the countries of the region. What is particularly worrying is that the certainty of further complicating the security situation still exists," the minister's proposal reads.

He wrote in that document that he pointed out in a timely manner that it was necessary to approach personnel changes in the senior management staff in the Police Directorate, the Criminal Police Sector with organizational units whose jurisdiction is the fight against organized crime, but also in certain territorial organizational units of the Police Directorate.

He said that he proposed it after all the meetings where they discussed the security situation in the country, especially in Kotor, but that his proposals were not accepted.

He pointed out that only since July 27, 2016, when the last session of the National Security Council was held, six serious crimes of murder have been committed (three in Bar, two in Kotor and one in the Institute for the Execution of Criminal Sanctions in Spuž) which can be connected to mutual conflicts between organized criminal groups from Montenegro and their associates from the countries of the region.

In the meantime, he writes, on October 1, 2016, another brutal murder took place in Nikšić in a public place in the presence of a large number of citizens.

"This continues the dynamics and trend of serious and organized crime in Montenegro. These events alone are more than enough to call the director of the Police Directorate to account, which is actually done by this proposal, i.e. for the Government of Montenegro to dismiss the director of the Police Directorate, as well as to proceed with serious first other personnel and then organizational changes. in the Police Directorate. There is no doubt that the mentioned events are the result of the inadequate reaction of the Police Administration, which is mostly caused by poor management and lack of responsibility," the document says.

He recalled in detail almost all the events during Stojanović's directorship, including the behavior of the Special Anti-Terrorist Unit in October last year.

"The Law on Special Prosecutor's Office, i.e. the Act on Internal Organization and Systematization of the Ministry of Internal Affairs from March 2015, established a Special Police Department within the Criminal Police Sector of the Police Administration, whose officers perform police work in connection with crimes for which the Special State Prosecutor's Office is responsible . Although these police affairs are at the very top of the priorities, the director of the UP, despite the fact that he also worked on the assumed international obligations, and despite the initiatives and orders of the Minister of Internal Affairs, he did not act in a timely manner in accordance with the Law on Internal Affairs, i.e. he did not issue decisions on deployment in a timely manner police officers in the Special Police Department.

According to the Bureau of Legal and Personnel Affairs of the MUP, although the Rulebook on Internal Organization and Systematization entered into force in March 2015, and in July of the same year, with the swearing-in of the elected Chief Special Prosecutor and other special prosecutors, all the prerequisites for the beginning were met. of the work of the Special State Prosecutor's Office, the first officer assigned to that Special Police Department was assigned only after the passage of several months on March 1, 2016, and he was the head of this department. The special police department was fully staffed only after seven months had passed since the appointment of the head, more precisely on October 6, 2016, after more than a year since the entry into force of the act on organization and systematization, i.e. the election of the chief special and other special prosecutors. This is inadmissible and certainly did not support the successful fight against organized crime, but rather the opposite," the document reads.

He wrote that "the fact that just four days earlier, the Director of the Police Administration, in an interview with the daily newspaper "Pobjeda", informed the public of a whole series of reasons and objections to his work, which is why he declared that he would not assign the current head of the Special Police Department to the position where he nevertheless, a few days later, he arranged it".

He did not make more than 200 decisions on the deployment of police officers

According to data from the Bureau of Legal and Personnel Affairs of the MUP, it is written in Danilović's proposal, Stojanović did not make over two hundred decisions on the deployment of police officers in accordance with the current act on internal organization and systematization, which has been in force since March 2015.

"What is particularly worrisome is that a significant number of unassigned police officers meet the requirements for assignment to certain positions, but are not assigned solely because the director of the Police Directorate does not make appropriate decisions on assignment, even though this is his obligation according to the Law on Internal Affairs. It is important to point out the characteristic case of personnel changes made by the director of the UP in the past period. On February 23, 2014, he announced to the public that, having in mind primarily the case of ND Vijesti's vehicle being set on fire and the incident in the Emergency Block of the Clinical Center, he made a decision, with the aim of more efficient functioning of certain organizational units of the Police Directorate of the Ministry of Internal Affairs, to implement certain personnel changes in order to improve the quality of CB Podgorica's work in the coming period. In particular, CB Podgorica received a new manager on that occasion, as well as the head of the Police Security Department of CB Podgorica. After almost a year and a half has passed, on July 29, 2015, UP issued a statement stating that the director, in accordance with the assessment and needs of the service, again made a decision on personnel changes in the Podgorica Security Center. What is unusual, to say the least, is that he appointed one of the two managers in CB Podgorica who he previously dismissed on February 23, 2014, to the position of head-manager of CB Podgorica," the minister writes in the document, stating that these are the best examples of how the police director made personnel changes.

"It is worrisome that due to the burning of the vehicle and the incident in the Emergency Block, the director made personnel changes, and in the case of a whole series of murders and serious crimes, he did not make a single one," the document says.
