Montenegro welcomes the 2016 election year with certain changes in the electoral legislation, first of all, the long-awaited electronic identification of voters.
In the past period, there was a lot of talk about abuses for electoral purposes, as well as ways to overcome these problems.
This time too, the method of voting will remain unchanged. More precisely, there will be no open lists in the elections, that is, citizens will not vote for their representatives, but for political parties.
Why is this so and are open lists one of the conditions for creating free and fair elections, or do we have other priorities at the moment?
