The Special Prosecutor's Office is checking whether there was any illegality in the business between the Municipality of Budva and the Lovćen film company.
The Democrats of Budva disclosed the hitherto secret annex of the contract, by which that private company, in addition to space for 20 years, also received subsidies, which practically paid off the entire investment of one million euros.
"A cursory glance at the contract between Lovćen Film and the Municipality of Budva makes it clear that private interest is absolutely favored and that the whole deal is extremely unfavorable for the city," reads the Democrat's statement.
They state that the business was discussed in the local parliament, but the councilors did not know about the annex to that contract at the time.
They reminded that Lovćen Film guaranteed to invest 515.708 euros, while the Municipality contracted to lease about 20 square meters of business space and about 1.500 square meters of non-residential space in the TQ center for 200 years.
"The tenant got the space for 20 years without a single euro. According to the contract, the Municipality of Budva also pays for electricity and garbage collection during the duration of the contract, provides a parking space, pays all taxes and duties, provides subsidies for several different programs, and provides facade surfaces," the party said.
According to them, the Municipality of Biskop annually subsidizes with 199.000 euros.
"The municipality also paid the subsidy for the year 2014 in the amount of 175.000 euros, although the cinema was opened only in May 2015. Also, the subsidy was paid in full for the year 2015, even though the bishop only worked for half a year. The subsidies will cost the Municipality four million euros in 20 years. When everything is taken into account, the Municipality invested much more in the project than a private investor, but the entire profit goes to Lovćen film", the announcement reads.
In addition to a series of benefits, as they point out, the investor is given additional concessions through an annex to the contract, about which the public knows nothing.
