The Ethics Committee of the Ministry of Internal Affairs (MUP) assessed that there are serious doubts that there were unethical behavior in the individual actions of police officers, during the protest held in front of the parliament, and in other locations.
Today, on the occasion of the public gathering of citizens in front of the Assembly building on October 24, the Ethics Committee assessed that the intervention of members of the Police Administration on the plateau in front of the Assembly building was necessary, professional and in accordance with legal authority.
"The board expresses its concern that there are serious doubts that there was unethical behavior in the individual actions of police officers in other locations," said the Ministry of Interior's statement after the meeting of the Ethics Board.
The Ethics Committee appealed to the competent state authorities to investigate as soon as possible all reported cases of possible excessive use of force and condemns any unethical behavior by members of the Police Administration.
"The board also expresses its regret for the injury to citizens and police officers and calls on citizens to report any action by the police that they believe was not in accordance with the law to the competent authorities," the announcement states.
At today's meeting of the Ethics Committee, three cases were considered - RV, police officer of the Police Sector of General Jurisdiction, PM, police officer of CB Podgorica and complaint of a citizen of BB against police officers of CB Podgorica.
As announced, the head of the Traffic Safety Group in the Police Sector of General Jurisdiction submitted the case files to the Ethics Committee for an opinion, regarding the offense report submitted on September 19 by the Traffic Safety Group officer, Ć.M, against the Traffic Safety Group officer, RV
"Considering the above-mentioned case, the Ethics Committee stated that in the actions of both the employee RV and the employee Ć.M. there was a violation of the Code of Police Ethics in Article 14", according to the MUP.
In another case, the head of the CB Podgorica submitted case files to the Ethics Committee for an opinion related to the actions of the PM official, against whom an initiative for determining disciplinary responsibility was submitted due to suspicion that he committed a serious breach of official duty under Article 106 paragraph 1 point 10 of the Law on internal affairs in accordance with Article 15 of the Code of Police Ethics.
"Looking into the aforementioned case, the Ethics Committee stated that the actions of the PM officer violated Article 15 of the Code of Police Ethics," the Ministry of Internal Affairs announced.
When it comes to the complaint of a citizen of BB against the police officers of CB Podgorica, the Ministry of Internal Affairs states that BB sent a complaint to the Ethics Committee and submitted accompanying medical documentation against the officers of CB Podgorica due to the event that happened on the night between October 8 and 9, when he was allegedly physically abused by the police officers of the CB Podgorica intervention unit after he was taken to the Podgorica Security Center.
"Looking at the received documentation, the Ethics Committee stated that the mentioned case should be submitted to the Department for Internal Control of the Police with a request for action on the specific case," the announcement states.
The Internal Control Department will, it is added, provide feedback to the Board on the outcome, so that the Ethics Committee can make a statement.
