A video appeared on YouTube showing a member of the Belgrade municipal police beating a guy in public transport, and in the description of the video, it is stated that the person who was beaten by the communal policeman is a citizen of Montenegro.
The author of the video, Nenad Sitarica, told Blic that the student from Montenegro was in a hurry to take the exam, and that he offered his identity card to the inspectors to write him a fine.
"They said that they could not punish him because he was a foreign citizen and called the communal police. The communal police rushed in as if they were a special anti-terrorist unit and began to search him," said Sitarica.
According to Sitarica, the passenger also tried to explain to them that he was from Montenegro, that he was in a hurry to take the exam, that he would leave his identity card with them and return later to collect it.
However, they tried to forcibly throw him out of the vehicle, even though the passenger, as Sitarica said, did not physically threaten them or swear at them in any way. He simply offered passive resistance, as can be seen in the video.

"The younger policeman, around 23-24 years old, started hitting him on the fingers, while the older one, in his thirties, was pulling him by the other arm. Since the boy is big, they didn't succeed in throwing him out, so the younger one started to hit him in the plexus," says Sitarica.
In the end, the passenger gave up and sat down, and after the incident they called the police.
The beaten passenger confirmed all this to Novi magazin, and says that he plans to file a criminal complaint against the policeman who beat him, reports Blic.
"It happened this morning when I ran from one bus to another and then I had no more credit on the Bus plus card. I offered my ID card to write a fine, but they didn't want it," said the DC.
"The municipal police officers insisted that I get off the bus, and I did not want to do so as a matter of principle. Then when they started twisting my arm and punching me in the stomach, there was no way for me to get out because then spite also worked. I already contacted a lawyer and the one who hit me will surely be prosecuted," said the DC passenger to Novi Magazin.
