The special team of the prosecution continues to check all suspicious documents, which the main people of Budva Municipality have concluded with investors during the construction of the most important buildings in the city in the past few years.
The fact that they took the documents related to the construction of the business-tourism complex "TQ Plaza" in the center of the city from the employees of the Municipality of Budva for verification shows how seriously they are dealing with the investigation.
The people in the special team, sent by the special prosecutor, are interested in the contracts between the municipal officials and the investor "Trejd Junik", whether they had the necessary construction permit, as well as how and in what way the utilities were paid for that building. In addition, the prosecution is also interested in whether the city budget was deprived during the "offset" of ownership between the Municipality and the investor, where, according to the contract, Budva should have owned about 25 percent of the total building.
By the way, the strongest Budva opposition party, the Socialist People's Party, asserted that the luxury business and residential center "TQ Plaza" was built without a building permit for almost two years, and assessed that the Municipality was harmed in that deal with the company "Trejd junik".
Irregularities regarding the conclusion of the contract with the company "Trejd junik" were previously pointed out by the councilors, and three months ago, because of this, the leader of the Budva SNP, Veselin Marković, called a press conference.
"When the contract with "Trejd Junik" was concluded, there was no planning documentation. It was brought only a year later. The municipality itself admitted that this building was built wildly for two whole years, because the construction permit was only issued in 2009, when the DPU "Budva" was adopted center", and the construction of "TQ plaza" was started two years earlier", said Marković at the time.
In that presentation, he claimed that the Municipality created a deficit for itself with "harmful contracts", instead of a benefit. He then asked all the citizens if they would pay someone for utilities, if they would take the land and only 25 percent of the built-up space from that investor, as the Municipality did in the contract with "Trejd Junik".
"I don't believe that anyone would do that. The municipality should get 12.180 square meters in the business center, and the costs amounted to 16 million euros. When we subtract four million euros, which will be used for the construction of the garage, then we get that each square meter is gross for the municipality of the construction area that he gets in this center cost a thousand euros, significantly more than the construction value.
If an international tender had been announced, other bidders would have applied, where the Municipality could have received a significantly higher percentage, and that was realistically between 35 and 50 percent of the total area of TQ Plaza," said Marković.
The first contract stipulated that the business center would have a total area of 38.450 square meters, after that, with an annex to the contract, the square footage was increased to 42.000, and only later did the Municipality admit that the center has a total of 48.715, even ten thousand square meters more than the original contract.
After those claims of the SNP, the Municipality of Budva also responded, clarifying that everything was done in accordance with the law, and that all the demands of the Municipality were defined by the tender.
"After the legal procedure was carried out, a contract was concluded with the co-investor "Trejd Junika", in which he committed himself to the Municipality's 25 percent of the total area in the Business-Tourist Center and the garage in Budva, which is five percent more than the condition requested by the public by invitation", said the municipality of Budva in response. They then announced that the investor had all the necessary building permits, as well as that the city budget "was not damaged in any way".
"The total value that the Municipality of Budva receives from this contractual relationship, viewed through the prism of average market and construction prices, amounts to 33,7 million euros, that is, twice as much as what it invested," they claimed at the time in the Municipality of Budva.
