The Management Board of the Podgorica Basic Court trade union organization (OSP) announced that they were shocked by the news that the Montenegrin MPs received a variable amount of 387 euros. They asked when "the position group and the opposition will finally reconcile and when this country will be a country for all citizens in it".
Members of the ruling majority in the parliament rewarded themselves with 387 euros each in their December salary for "significant contribution in the activities of working bodies, in the sessions of the Assembly and additional engagement".
"The rationale for working in various commissions and committees... What is that? Wasn't the last law on officials' salaries an explanation for their abnormal coefficient, precisely that the coefficient covers the entire work engagement both at the workplace and on boards, commissions, etc... If we take so much care of the state, why is the excess money in the accounts is not returned to the budget or distributed equally to all employees or to the most vulnerable structures of society, such as pensioners and the socially disadvantaged", asked the Board of Trade Union Organizations of the Basic Court.
They pointed out that what employees know about the variable is that it is a division of money that is found as a surplus in the account of a certain organization.
“How? Isn't the budget rebalanced several times a year because the costs are not adequately estimated and there is a lack of money for payments and other costs? Another thing employees know is that 'The Law knows no variable'! The question is, is it selective amnesia? He knows someone and he doesn't know someone. What does the 'Law' say?", reads the statement signed by the members of the Executive Board of the OSP Trade Union.
They pointed out that those who are the service center of the state do not have any rights and that they do not mean only the employees of the judiciary:
"And those who play important, employed, with paid separate lives, official cars, paid utilities, enormous salaries, who whine at the top of their lungs about how hard it is for them, from whom the voice of neither pensioners, nor the socially vulnerable, nor the cheated can be heard mothers, nor employees who can only pay for "independent institutions" that have their own laws and "state within a state" from their salaries, must be specially rewarded at the end of the fiscal year. The employees of the Basic Court in Podgorica wonder when the group from the position and the opposition will finally settle and when this country will be a country for all its citizens".
The Board of Directors of the OSP Union announced that in the coming period they will try to get answers to all the questions from their employers:
"If one of the appointees does not consider it necessary to offer an answer, and with the question - is there hope for us in this country".
In mid-December, the Assembly adopted a decision on the payment of the variable part of the salary for December, according to which all deputies of the Democratic Party of Socialists (DPS), Social Democrats (SD), Bosniak Party (BS), Croatian Civic Initiative (HGI), Liberal Party (LP), and Albanian parties received 80 percent of their net earnings as a bonus over their December salary.
Thus, the head of the parliament Ivan Brajović received 2.287 euros for December, while in November he earned 1.899 euros.
DPS MP Miodrag Vuković received 2.172 euros for December, ie 387 euros more than the month before.
His party colleague and deputy speaker of the parliament, Branimir Gvozdenović, received 2.115 euros from the state budget for December, i.e. 387 euros in salary bonus, due to his "significant contribution in the activities of working bodies, at the sessions of the Assembly and additional engagement", which is the same amount as his colleague from DPS. to Jovanka Laličić, who was paid 2.136 euros.
The President of the Administrative Board, Luiđ Škrelja, received 2.018 euros, also 387 euros more than a month before, due to his "significant contribution to the activities of the working bodies, at the sessions of the Assembly and additional involvement". Branka Tanasijević from DPS received 2.057 euros, as did her party colleague Ana Nikolić, and Suad Numanović received 30 euros less than them from the budget. The salary of Petar Ivanović was 2.067 euros, and the salary of SD MP Mić Orlandić was 2.097 euros.
We live below the edge of existence, but there is no overtime for us
The trade unionists of the Podgorica Basic Court pointed out that the employees of the judiciary, i.e. the Podgorica Basic Court, do extremely difficult and demanding work for extremely low salaries, and that for the last two years they have been negotiating every month for a supplement of 35 euros:
"Nobody cares about the impact on the budget of the employees, most of whom live as tenants, the rising prices of everything and anything, but it all boils down to a couple of TV shows where everyone nods their heads anxiously and arranges meetings to find some solutions, etc. For years, employees in the judiciary have been living below the edge of existence, and each of their overtime and increased engagements has no way to be paid. Neither with a decision on remuneration (there is no money), nor with a decision on overtime work (there is no money and, again, it is unknown to the law), and when it is requested through the courts, then we are "not good" because we are endangering the state", their announcement reads.
