Vuković is accused of causing damage to the budget of Podgorica in the amount of 1.662.250 euros during the construction of the Bazar shopping center for the benefit of the "Čelebić" company.

The SDT opened the investigation in the Bazar case after the Democrats handed them documentation in 2015, which states that Vuković illegally exempted the Ćelebić company from paying utility taxes twice.

At the end of 2011, the Administration of Local Public Revenues passed decisions based on which the company "Čelebić", owned by Tomislav Čelebić, is obliged to pay 1.662.250 euros to the Capital City on behalf of the local communal tax for the use of space on public surfaces. It was only after two years that Vuković decided on these decisions, annulled them and sent them back to the Administration for a new decision.

In April 2014, the administration again passed the same, binding decisions. After the local elections in Podgorica, and immediately before leaving office, in July 2014, Vuković again annulled the decisions of the Administration.
