Roganović was transferred to the General Hospital in Meljine in critical condition, where he was given assistance. He was then transported by helicopter to the Clinical Center in Podgorica, at the request of the family.
Eyewitnesses said they were shocked by the gruesome sight, and parts of the car were flying across the highway and the nearby parking lot. They claim that it is a real miracle that no one else was killed.
One woman was slightly injured, but she did not seek medical help.
Senior State Prosecutor Tanja Čolan Deretić told "Vijesta" that she conducted an investigation with the officers of the Police Directorate, the team of the Forensic Center and the PEH expert.
"I have given certain instructions to the police for their actions, certain expertise will be done," said prosecutor Čolan Deretić.
The severely wounded Novljanin became known to the public after he was first suspected and then finally convicted of the murder of Marko P. Vesnić, a citizen of Belgrade.
Roganović was initially sentenced to 12 years for the liquidation of one of the leaders of the "Red Star" fans, but his prison sentence was reduced to eight years by the final decision of the Appellate Court.
In fact, the acquittal verdicts of the Podgorica High Court against his brother Vladimir M. Roganović and Dražen Čađenović were then confirmed - that together with Duško, they killed Vesnić...
In the first-instance verdict of Judge Ratko Ćupić, it is stated that it was proven that Duško Roganović, armed with a pistol, fired several shots at Vesnić, which missed him, and that he then approached him while he was sitting on the bench and fired two more shots - which ricocheted and caused fatal injuries to a citizen of Belgrade.
It also says that the court could not accept the allegations of the indictment that Vladimir Roganović and Čađenović held Vesnić while he was sitting on the bench and thus prevented him from defending himself.
The public is speculating that an explosive device was planted in the car and that it was revenge.
"The police are undertaking activities to determine the circumstances of the explosion as well as all the facts in this event," the institution announced yesterday.

This is the third explosive device in Herceg Novi in a short period of time.
