Melissa Delp and her partner Danijel Janaj were accused of child abuse because they left minors under the age of 13 with a friend, who - took them for a tattoo.
They left Melissa's two children with a family friend, Alexander Edwards (20), who tattooed them without their parents' consent or knowledge.
Edwards is charged with injury and child abuse.
The girl and the boy had been with a "friend" since December 22, it says roanoke.com.
Allegedly, Delp and Janay tried to cover up the children's tattoos, which further complicated the matter.
According to the court report, it is possible that the children will have scars due to an unprofessional attempt to remove the tattoos.
