Our country offers enormous opportunities for investment in the sports segment, with the aim of positioning Montenegro as a regional center for sports training and tourism. The Montenegrin Olympic Committee (MOC) recognizes sport as a key driver of economic development, and investments in this sector represent a unique opportunity for the further social and economic progress of our country.
MOC, in accordance with the Strategy 2022–2026, and in cooperation with the Ministry of Sports and Youth, will initiate projects that emphasize the importance of developing sports infrastructure through the establishment of national training centers in three strategic locations: in the north, in the central part and in the south of the country. Each center would provide optimal conditions for the preparation of athletes from various disciplines, which would make Montenegro an attractive destination not only for domestic, but also for international athletes and sports teams. The construction of these centers would open the door to the development of the sports industry, but also to the expansion of the sports and tourism offer.
Montenegro offers a unique advantage for investors thanks to its small size and exceptional geographical location – just a few hours from European metropolises and with a perfect climate that combines sea and mountains. Imagine that athletes, teams and recreational players can enjoy high mountain areas and train on the beaches of the Adriatic Sea on the same day. This combination allows for year-round activities, which is rare even in larger sports centers.
A national center in the northern part of Montenegro would have great potential due to the mountainous environment that offers excellent conditions for high-altitude training of male and female athletes. In the central part, the focus would be on multifunctional facilities, such as an athletics stadium and indoor swimming pools, as well as indoor capacities for various sports. In the south, near the coast, we would propose the development of water sports facilities, such as indoor and outdoor pools, which would meet the needs of swimming and water polo teams.
Investments in sports facilities such as athletics tracks, indoor and outdoor swimming pools, sports halls and martial arts complexes offer multiple opportunities – from commercial profitability to a significant contribution to the development of sports tourism and the promotion of the country. MOC believes that investing in the construction of athletics stadiums and multifunctional halls in these centers would attract a large number of foreign teams, as well as numerous tourists and recreational athletes interested in sports preparations in Montenegro. In addition to training centers, it is also possible to build hotels, conference rooms and other facilities that will meet the needs of athletes and sports teams during preparations. In this way, Montenegro would become a competitive destination for sports tourism, which would have a positive impact on the local economy.
Sports tourism is a rapidly growing segment of the global tourism industry, and Montenegro has the natural advantages and geographical position to become a key point in this sector in the Balkans. By investing in infrastructure and quality conditions for sports preparations, we enable the development of tourism offers that include the organization of camps, tournaments, and recreational activities, which is an opportunity for additional income for local communities. Through projects for the development and construction of sports infrastructure, we will not only be able to improve the tourism offer, but also contribute to a healthier lifestyle for citizens, while at the same time promoting Olympic values.
In addition, the construction of these facilities opens the door to potential public-private partnerships. Investors could participate in the development of additional facilities such as fitness centers, spa areas and rehabilitation centers, which would attract both sports professionals and recreational athletes. The focus should be on sustainable projects, through which Montenegro would achieve long-term benefits in sports tourism, while at the same time providing our athletes with top-notch conditions for preparation.
Investors also have the opportunity to become part of the global sports movement through projects that support international standards and norms, with access to innovative sports technologies. MOC is working on the implementation of advanced techniques for analyzing and monitoring athlete performance, with the support of artificial intelligence and cutting-edge sports science, thereby creating the prerequisites for even better preparation and improvement of Montenegrin sports. This approach makes Montenegro one of the leaders in the region, as we develop innovative models of sports training and support for athletes.

We would like to emphasize that we are committed to investments focused on sports facilities, as well as youth programs, which contributes to attracting investors. We are planning to build an Olympic House that will serve as a center for sports, education and culture, and which, along with the Olympic Park, will contribute to the economic, cultural and tourist offer of the Capital City and Montenegro. The Olympic House will be a space where athletes, coaches and sports workers will have the opportunity to improve their knowledge, while the Olympic Park will be a recognizable symbol, a gathering place and inspiration for all citizens and visitors.
Our work is based on the values of the Olympic Charter – neutrality, autonomy and transparency – and we are confident that the story of investing in sport will bring new energy and encourage additional investments in Montenegro.
