We would like to remind you that the project was launched in 2020, based on a contract whose structure, technical documentation and defined scope of work contained a number of shortcomings. That is why the management of EPCG has taken measures to put the project under full control, improve technical solutions and ensure that all works are carried out in accordance with the highest European environmental protection standards.
Today, the project is in its final phase and is progressing at a pace that guarantees that the Pljevlja Thermal Power Plant will be commissioned on November 15, 2025, in accordance with the basic contract. Then, the trial operation of the power plant begins, which, according to international standards, lasts several months and includes a series of hot and cold tests, fine-tuning of the system and synchronization of all facilities. This does not mean an extension of the deadline, but rather a technically and legally foreseen phase of the commissioning process.
All possible irregularities observed during the project implementation were eliminated on the fly, with increased supervision by EPCG and active participation of the contractor – the Chinese state-owned company DEC. The deadline of September 25, mentioned in the text, was an internal control deadline of EPCG, not a contractual obligation, and was met within the planned framework, so there was no need to implement an alternative plan.
The project, at the contractor's decision, also involved domestic and regional subcontractors, which further accelerated the pace of work. EPCG has no additional costs from this engagement, and all work is being carried out within the planned project budget.
We reject any insinuation that there is a risk of prolonging the works or endangering the energy system of Montenegro. On the contrary - thanks to the professional work and responsible approach of all participants, the ecological reconstruction of the Pljevlja TPP represents one of the most complex and important energy projects in the country, which will enable long-term stability of the system and compliance with EU environmental directives.
It is quite clear that individuals and interest groups, who do not like a stable and successful EPCG, are trying to downplay the importance of the project and present it as a problem, not as a success. Such attempts will not succeed. The project is under full control, the works are nearing completion, no contractual deadlines have been changed, and November 15th remains the date when the Pljevlja TPP will resume operation.
The results are on the ground, not in speculation – and they are the best answer to all those who wish otherwise. The current management continues to develop EPCG so that a just energy transition can be realized in the true sense of the word, to the satisfaction of the company, the state and citizens.
