1. Subject of the competition
The subject of the competition is the design of the visual identity and logo of the Agency for Electronic Communications and Postal Services.
By introducing a new visual identity, the Agency for Electronic Communications and Postal Services aims to reflect institutional maturity, stability and readiness for future digital challenges. This competition seeks the creation of a logo and basic visual identity that modernizes the visual expression of the institution, in line with its regulatory role and long-term development direction.
The competition includes logo design (sign and/or logotype), creation of color, black and white and negative versions, definition of the basic color palette, as well as the application of visual identity in institutional, printed and digital materials.
All terms used in this competition in the masculine gender include the same terms in the feminine gender.
2. Orderer
The organizer of the competition, i.e. the client of the unique conceptual design of the visual identity and logo, is the Agency for Electronic Communications and Postal Services (whose abbreviated name is EKIP), PIB: 02326710, with its registered office in Podgorica, at Bulevar Džordža Vašingtona no. 56, represented by Marija Konjević, director (hereinafter: "Client").
3. Goal
The aim of the competition is to select a unique conceptual solution for the Client's visual identity.
4. Starting points and scope of the competition
Identity and values: The logo should reflect the identity and values of the Client, in accordance with the Law on Electronic Communications and the Law on Postal Services. It is important that the visual solution is modern and relevant to a wide audience.
Recognition: The visual identity should be unique and recognizable, and the solution should be easy to remember and functional, without losing its recognizability in different applications.
Aesthetics and creativity: The logo design should be aesthetically thoughtful, creative and visually clear, with emphasis on simplicity and functionality. The use of colors, typography and graphic elements must be carefully selected in order to create a modern, serious and long-term sustainable logo. The visual identity should reflect the role of the Contracting Authority as an independent regulatory authority in the field of electronic communications and postal services, which acts to improve the regulatory and market conditions for the performance of these activities, including the allocation of limited resources: radio frequencies and numbering, and to function equally effectively in print, digital channels and in an international context.
Direction and character: The visual identity should communicate stability, neutrality, reliability and regulatory balance, as well as the interconnectedness of the systems in the field of electronic communications and postal services. The logo should reflect the institutional authority of the Contracting Authority and its role as an independent regulatory body.
It is desirable that the solution be based on an abstract or typographic sign, with an emphasis on geometric purity, symmetry, order and a minimalist approach. The visual solution should be concise, clear and sustainable in the long term.
It is necessary to avoid the use of trendy and short-term design solutions, aggressive or extremely bright colors, as well as visual solutions that are associated with electronic communications network operators or commercial brands.
Typography: The typographic solution should be clear, legible and appropriate for institutional and regulatory purposes. The use of decorative, ornamental or informal fonts is not permitted.
The selected typography must be suitable for use in official documents, printed materials, digital channels and international communication, while ensuring consistency and long-term applicability.
Flexibility: The logo should be flexible and adaptable to different formats and sizes, easily applicable to different platforms and media, including television, digital channels and printed materials. It should look good both on small screens such as mobile phones and on large surfaces such as television screens, conference boards and the like.
Originality: Participants are expected to present original solutions that stand out and distinguish themselves from other logos in the media and wider context. Copying or plagiarizing other people's design work is not permitted and will result in disqualification.
Simplicity and clarity: The logo should be simple and clear in its composition so that it is easily recognizable and legible.
Context of use: The visual identity and logo will be used in the Client's public communication, in cooperation with state and international institutions, on official documents, in digital and media appearances, as well as in all forms of institutional presentation.
The solution must be aligned with European institutional standards and practices, and adapted to different contexts of use, while maintaining consistency, recognisability and a professional appearance.
The key message that the logo should convey: The visual identity should convey the message of a stable regulatory system that connects technology, the market and citizens, with a clearly highlighted role of the Contracting Authority as an independent and reliable regulator in the field of electronic communications and postal services.
Note: These guidelines serve as a framework and guide for creating a logo for the Client, but participants are free to express themselves creatively and present original ideas that align with the Client's goals.

5. General conditions
5.1. Formal characteristics of the competition
The competition is public, two-stage and anonymous. The anonymity of the competition means the protection of the identity of the competition participants until the Council makes a final decision on the selection.
Contest participants must submit a conceptual design for the logo.
The conceptual solution should include:
- logo sa akronimom – „EKIP“,
- the minimum distance around the logo that must remain empty,
- correct and incorrect use of the logo on different backgrounds,
- textual explanation of the proposed solution (up to 1.000 words),
- the layout of the proposed solution, next to which should be the full name of the Contracting Authority, in Montenegrin or another language in official use in Montenegro – “Agency for Electronic Communications and Postal Services” and in English – “Agency for Electronic Communications and Postal Services”.
5.2. Right to participate
All domestic and foreign legal entities and individuals are eligible to participate. It is possible to submit more than one solution, with each solution being submitted as an individual solution (application) with all supporting documentation.
5.3. Conflict of interest
Persons with a conflict of interest, i.e. persons participating in the implementation of the competition: employees and directors of the Contracting Authority, members of the Contracting Authority's Council, their companies, members of their families and persons related to them, may not apply for the competition.
Members of the Council, the director and members of the Commission of the Contracting Authority shall sign a statement of the absence of conflict of interest.
5.4. Personal data
The commission will process the personal data of applicants solely for the purpose of conducting the procedure, concluding a contract with the awarded author, and communicating the results of the competition, in accordance with the Law on Data Protection and Personal Data.
Papers without the required author information will be excluded from further processing.
Personal data will be processed exclusively by the Commission, which will operate completely separately from the Council. The names and surnames of the authors of the awarded solutions will be publicly published.
6. Content of the competition study
The solution must be easily noticeable, of high aesthetic and visual qualities. The solution must be a certain graphic composition that will present the Client's activity.
The competition study must contain the following elements of the Book of Graphic Standards in A4 format (horizontal orientation):
- logo with the acronym - "EKIP" in color and black and white version of the solution,
- the minimum distance around the logo that must remain empty,
- correct and incorrect use of the logo on different backgrounds,
- textual explanation of the proposed solution (up to 1.000 words),
- the layout of the proposed solution, next to which should be the full name of the Contracting Authority, in Montenegrin or another language in official use in Montenegro – “Agency for Electronic Communications and Postal Services” and in English – “Agency for Electronic Communications and Postal Services”,
- application of the logo on the following materials: memorandum, business letter, e-mail signature, spatial marking/information boards in the interior and exterior, on the vehicle (car) and business card with the full name of the Client.
The competition study should be submitted in printed form and digitally, on a portable medium (USB flash drive).
The material on the portable medium must fully contain everything that was sent in printed form.
7. How to apply
The competition study should be submitted in A4 format (horizontal orientation), marked with a code in the upper right corner and on a digitally portable medium (USB flash drive).
The author(s) themselves create a code, which should contain a maximum of six characters that must not be associated with the author (composed of letters and numbers).
In case of violation of anonymity, in any way, participants will be eliminated.
In a sealed white envelope marked "Author of the code", it is necessary to submit: the name and surname of the author (author team), address, contact phone number and e-mail. If an individual/team wishes to compete with multiple solutions, each solution must have a different code.
In a sealed white envelope marked "Author's Statement", the author encloses the following signed statements:
- that the project is an original work of authorship (Annex 1),
- on the waiver of all copyright and related rights to the solution, if selected (Annex 2) and
- on the absence of conflict of interest (Annex 3).
The competition study, together with other documents (envelope marked "Author of the code" and envelope marked "Author's statement"), is submitted in a sealed white envelope marked "Participation in the Public Competition for the Conceptual Design of a Visual Identity".
8. Deadlines
The competition was announced on February 16, 2026, by posting on the website https://www.ekip.me, print and electronic media and via social networks.
The application period for the competition lasts until March 16, 2026.
The Council will, within 30 days from the date of the end of the competition, make a decision on the selection or on the cancellation of the public competition.
The author of the first-ranked solution is obliged to submit the completed Book of Graphic Standards, specified under point 11, within 15 days from the date of the selection decision.
All participants will be informed about the outcome of the competition via email.
9. Grading
The Council selects conceptual solutions, evaluating them based on the following established criteria:
- recognizability - from 0 to 20 points,
- relevance - from 0 to 20 points,
- originality and innovation - from 0 to 20 points,
- aesthetics (quality, color palette, attractiveness) - from 0 to 20 points and
- applicability - from 0 to 20 points.
During this procedure, the Council will engage an expert to prepare an appropriate opinion that will assist the Council in making a decision, given that making such a decision requires special specialist knowledge.
10. Prize fund
The prize fund is divided into three awards:
- first place – €5.000,00,
- second place – €2.000,00 and
- third place – €1.000,00,
However, depending on the author's status (employed/unemployed), the gross prize redemption amount will be reduced by the applicable taxes and contributions according to the Personal Income Tax Law.
The Council reserves the right to eliminate as incorrect applications that are found to be not original and copyrighted works.
The Council reserves the right not to select any of the submitted competition solutions.
The Council reserves the right to request certain technical adjustments to the work from the participant whose solution is ranked first.
Award-winning solutions and information about the awarded authors (names and surnames) are publicly published.
11. Obligations of the author of the first-ranked solution
The author of the first-ranked solution is obliged to submit, or supplement, the competition study in such a way that it contains all the elements of the Book of Graphic Standards, as follows:
- logo sa akronimom – „EKIP”,
- the minimum distance around the logo that must remain empty,
- correct and incorrect use of the logo on different backgrounds,
- textual explanation of the proposed solution (up to 1.000 words),
- the layout of the proposed solution, next to which should be the full name of the Contracting Authority, in Montenegrin or another language in official use in Montenegro – “Agency for Electronic Communications and Postal Services” and in English – “Agency for Electronic Communications and Postal Services”,
- variants of secondary application of the orientation of the sign and/or logo in color,
- reduction of the sign and/or logo is allowed and the isolation zone is defined,
- defined color palette (CMYK, RGB, PANTONE) / color solution applied on a black and white background as well as correct and incorrect use of colors in relation to the logo,
- horizontal and vertical composition in black, horizontal and vertical composition in negative (on a dark background),
- defined typography 2 (print/web),
- construction of the basic logo with an abbreviated name,
- guidelines for using the logo on different backgrounds,
- the characteristics of the logo and especially the sign in digital media,
- prohibitions and
- other important information, guidelines and other properties required for correct use in various forms, materials, media and contexts.
Part of the Book of Standards of the author of the first-ranked solution should also contain applications and/or photo-simulations, drawings or sketches of the same in various usage situations, such as:
- seal and stamp,
- business card (Montenegrin language or another language in official use in Montenegro and English),
- business letter / memorandum in A4 format (Montenegrin or another language in official use in Montenegro and English) with the full name of the Client,
- envelope / format C4, C5, C6 and DL,
- spatial marking / information board in the interior and exterior,
- ID card,
- application of the logo on the vehicle (car),
- logo adapted to the Agency's anniversary year,
- promotional bag,
- promotional bag,
- application on t-shirts,
- folder,
- notes A5,
- pencil,
- tipski liflet (A5, A4 trifold),
- type catalog (vertical and square format),
- standard poster (vertical B2 and A3 format; horizontal 4:3 for large formats),
- application of logos and defined standards for the website,
- implementation of e-mail signature solutions,
- application of logos and defined standards for social networks,
- application of your own choice,
- memorandum for printed and electronic template - Word document with locked data in the header and/or footer,
- various forms of advertising (ATL, web),
- typography – specification of fonts used in creating the logo, as well as correct and incorrect use of fonts in different contexts (titles, subtitles, body text),
- 3D render logo.
12. Conditions for payment of prizes
The author of the first-ranked solution should submit a book of graphic standards in printed and electronic form (PDF in print resolution), in compliance with point 11 and the structure defined in Appendix 4.
The contract with the first-ranked author will be signed within seven days of the date of submission of all required documentation.
Payment of prizes will be made within seven days from the date of signing the Contract.
In agreement with the Client, the author of the first-ranked solution is obliged to deliver individual items from the book of standards in an open vector file.
If the author of the first-ranked solution does not submit the requested documentation, the Contracting Authority reserves the right to sign a contract with the second-ranked or third-ranked author of the solution or to cancel the procedure and announce a new public competition.
13. Copyright
By paying the prize, the Client purchases all copyright property rights from the author of the awarded work exclusively, without time or territorial limitations, and thus the awarded work becomes the property of the Client.
The author of the purchased solution retains all moral copyrights to the copyrighted work, and transfers to the Client all his material copyrights for the entire duration of the copyright, namely the right to unlimited use of the work in physical form, in non-corporeal form, in modified form, and the right to unlimited use of copies of the copyrighted work, and completely and permanently waives any additional request for payment.
The client has the right to further transfer rights without the author's permission.
By submitting an application, each participant accepts the terms of this competition. Submitted solutions will not be returned to the authors.
The court in Podgorica is competent for any disputes.
