The official invitation of the President of the Municipal Assembly, Milan Đukić, as well as the demands of the councilor of the Democrat Vladimir Martinović and the Social Democratic Party (SDP) Bojan Zeković, were not enough to persuade the representatives of the board of directors of "Water and Sewerage" and "Communal" company to come to the session of the local parliament. According to the opposition councilors, their presence was necessary, given that they were the proposers of the decisions on the dismissal of the previous directors and the appointment of new directors of those two companies, whose founder is the Municipality.
Because of this, Martinović requested the withdrawal of those decisions from the agenda, while Zeković demanded a break until the representatives of the administrative defense (UO) come. The parliamentary majority, which consists of the Democratic Party of Socialists (DPS), the Group of Voters (GB) and the Social Democrats (SD), did not accept the proposals of those two opposition councilors. At the end of the nearly eight-hour discussion on that and several other items on the agenda, they nevertheless agreed that the acting (acting) directors of "Water and Sewerage" and "Communal" should be Momčilo Bulatović and Milivoje Bulatović. At the same time, the previous managers of those companies Jelka Grujić and Dragan Šekularac.It was also agreed that the acting director of the Center for Culture should be Gorica Ilinčić.
For the Democratic and SDP councilors, the decisions of the Board of Directors of "Water and Sewerage" and "Communal" are problematic in many ways, primarily because, as Martinović claims, they were made by "legal violence". on the day of adoption, and not after the SO gives its consent to them, as specified in the statutes of those companies.
"I am asking for the decision to be withdrawn, because the government has started to solve the issue of dismissal, that is, the appointment of directors, in reverse order. Instead of, as required by the statutes of both companies, they should first dismiss the current directors, and have the Board of Directors agree to that, and only then elect the acting , to which, also, the SO should give its consent", said Martinović.
He warned that because of such behavior, the new directors may also suffer damage, because they took office with illegal decisions, that is, "legal violence". Also, as he claims, the directors "who have been dismissed illegally have the possibility of court proceedings, the costs of which will be paid by the citizens of Kolašin".
Zeković, in support of the claims that the dismissal of the current director of "Vodovoda i Kanlizacija" was illegal, offered for inspection two decisions, both of which, he said, have been filed and Grujić is dismissed by both of them. day of adoption.
These and other dilemmas of the opposition have not been resolved, considering that there was no proposer at the session of the Council of Ministers, and they were not satisfied with the efforts of the Deputy President of the Municipality, Danilo Medenica, to justify the acts of the Council of Ministers.
Medenica explained to the representatives of the legislative authority that similar decisions had been made in the same way before, during the mandate of the former government, and said that the SO was not invited to decide on the legality of the decisions of the Supervisory Board.
The councilors, among other things, adopted the accession to the drafting of the Statute of the Municipality of Kolašin.
