More than 110 million euros have been paid from the budget of Montenegro based on final and enforceable court decisions, Democratic Montenegro said and called on Prime Minister Duško Marković to say what was done to determine responsibility for direct damage to the state. The Democrats held a conference today, where the Vice-President of the Democrats, Vladimir Martinović, introduced the public to the Report of the SAI on audits of the final accounts of the budget of Montenegro for the period 2012-2017. year, which clearly testifies that on the basis of final and enforceable court decisions, more than 110 million euros were paid from the budget of Montenegro. As he stated, it was established that, for the most part, the basis for charging the state was unpaid or underpaid claims of civil servants and state employees from work or on the basis of work. Martinović pointed out that of the total amount of forcibly collected claims, which amount to 110 million euros, about 54 percent of the amount refers to the payment of the principal debt, while about 46 percent refers to the accrued interest due to untimely payment and the costs of court proceedings. "When looking at only the financial aspect of this problem, we come to the fact that the irresponsible and illegal actions of high-level management personnel in the state administration, Montenegro and all its citizens, caused direct material damage of over 50 million euros, which were paid to the plaintiffs on behalf of interest and court costs," said Martinović. He said that this direct damage done to the state and the budget of Montenegro, when quantified, corresponds to almost two years' worth of net earnings of all employees in the Police Directorate, or four years' amount of net earnings of all employees in the Army, or two years' amount of net earnings of all employees in the secondary education or the one-year amount of net earnings of all employees in primary education. "For the damage caused by the illegal and irresponsible work of senior management in the state administration, fifteen new modern schools or twenty new modern kindergartens could have been built," said Martinović. He pointed out that, in order to exercise their rights, people who professionally perform tasks in the field of defense, maintaining public order and peace and detecting perpetrators of criminal acts, as well as other significant tasks prescribed by law, were forced to file lawsuits against the state. Matinović reminded that at the beginning of this year, Prime Minister Duško Marković harshly and completely unfoundedly reprimanded civil servants who decided to sue the state because they were denied a certain right from work and based on work. After that, he said, he promised that the Government would ensure that, in the appropriate procedure, the responsibility of the management staff in those organizational units of the state administration where the officials who sued the state were employed. "We call on Marković to inform the public about what his government has done to determine specific responsibility for the direct damage caused to the state that exceeds 50 million euros," Martinović said.
