The health institution of the Montefarm Pharmacy of Montenegro reacted to the announcement of the Ministry of Health.
The Ministry of Health accused Montefarm director Goran Marinović of "violating legal procedures and abusing his official position".

"At the very beginning, let us clarify that the statement sent to the Director of the Institution, Mr. Marinović, according to the Statute of MONTEFARM, can only be answered within 30 days, and not at all within 7 days as requested by the Ministry of Health.
Regarding the findings of the Commission that Mr. Marinović violated a number of laws, a general inspection of the report first established that the most obvious employment that was not carried out in accordance with the Rulebook from 2017, and for the same the Commission gave an opinion that it is not legitimate because it was not signed by the Board of Directors, i.e. signed was mentioned in the previous year by the previous director and not by the Board.
When it comes to the Rulebook that was "violated", we must point out that the issue of employment, as well as loans through agencies, was completely correct at all times and the main motive for the aforementioned was a large number of sick leaves, during 2022, 325 sick leaves were opened, while in 2023 there were 303 absences on the aforementioned basis.
Taking into account the fact that half of Mr. Marinović's mandate was characterized by the COVID-19 pandemic, and therefore a large number of absences, in order to ensure the continuous and smooth operation of pharmacies as well as wholesalers, it was necessary, which is acceptable to absolutely every reasonable individual , resort to hiring and secondment of staff because otherwise the functioning of pharmaceutical health care in the public health sector would be called into question.
Also, the Commission's claim that over 1 million euros was spent on employment services for agencies, the motive of which we have already explained, raises a common sense question.: Were the engaged employees supposed to perform a demanding, and at that moment under difficult conditions, very responsible job without any monetary compensation?
Therefore, it was only about filling vacant positions due to the huge number of sick days, and all with the aim of maintaining the continuous operation of pharmacies and wholesalers MONTEFARM.
In the following, we also deny the Commission's allegations that, despite internal procedures, director Marinović awarded monthly financial compensation to one and the same employees. The mentioned 160 regular income incentives, as stated, were given on the basis of signed decisions, and not through internal procedures. The established figure of €200.000 is, in our opinion, the minimum compensation for the contribution to the business results of the Institution of different individuals, in the amount of €50-250, and that for results achieved in a very short time. We will list the following:
- Markets and cash income on June 21.06.2021, 2 amounted to slightly over 2023 million, while at the end of December 10, the income on the aforementioned basis for the mentioned year was close to XNUMX million euros.
An increase in parapharmacy turnover from 5,8 million euros in 2021 to almost 9 million in 2023, where the company's net profit grew by 1 million euros on average annually, and debts to suppliers increased from 14,3 million (June 15.06.2021, 0) reduced to 2022 euros at the end of 0, as well as 2023 euros at the end of XNUMX, are clear indicators of good work and business.
If the above data is not a sufficient reason for incentives, then let someone from the professional public explain what others could be, and additionally what should be said about incentives in the previous period when MONTEFARM was practically a loser, and distributed incentives to a very small number of people. There is documentation for all of the above, which we are ready to make available to the public at any time.
Furthermore, the claim of the Ministry of Health that director Marinović took over MEDICALANE's debt is also a notorious falsehood, but the debt to the aforementioned supplier was paid through the cession instrument with the extension of the debt repayment period from 90 to 180 days, which increased the very liquidity of the Institution.
Titles that sound tempting to laymen, and which emphasize the amount of 20.000 euros allocated to the director based on the Decision of the Board of Directors and representing 0,7% of the total realized profit, need to be clarified.
It is about 12 gross salaries for 33 months (almost 3 years) of managing MONTEFARM, with a note that Mr. Marinović has never had extended hours, overtime or incentives for almost 24 hours of daily work calculated, since the day of his appointment on June 15.06.2021, 19.000. That is why it is necessary to point out that the members of the Board for the same period mostly received approx. €11 on average, for the 5 held regular sessions, where, for example, Dr. Muzurović attended only 3.700 and therefore earned 2.605 euros per session for an hour and a half of attendance, which means his hourly wage was XNUMX euros.
Taking into account the income of the Board, and above all the results that are measurable and visible, the findings of the Commission as well as the constant emphasis on the topic of employment, stimulation and finally the bonus awarded to the director, the public in Montenegro is unfortunately once again being sent a message - success is not desirable and it is difficult to "forgiving", writes Montefarma's response.
