The members of the Assembly of the Capital City voted on the decision on the organization of the Spring Bazaar, as well as on the financing of sports. They also accepted the location for the construction of a residential and commercial building for the "City Apartment" project.
The councilors also agreed on ways to support entrepreneurship in Podgorica. They unanimously accepted the management plan for the "Gorica Forest Park" nature monument. An action plan for young people for the current year was also adopted. Amendments to the statutes of "Cleanliness", "Sports Facilities", "Kakaricke Gore" were also accepted.
Councilors of the Capital City voted Slavica Ilinčić to head the public library "Radosav Ljumović".
Olga Rovčanin was appointed head of the Day Center for Children and Youth with Developmental Disabilities.
Aleksandar Vučković is, according to the votes of the councilors, the head of Sports facilities. The Board of Directors of "Water and Sewerage" was dismissed.
Lenka Bulatović was appointed as a member of the Council of Museums and Galleries, and Ida Kolinović as a member of the Council for Disabled Persons of the Assembly of Podgorica.
Zdenka Popović said that she regretted mixing up the theater with the Assembly of the Capital City. She characterized her 30 seconds of silence for the victims of wars as an acting performance.
Milena Vuković Sekulović said that the move of councilor Oštir was very inappropriate.

Nermin Abdić told Mitra Vuković that he changed "as many jerseys as football player Messi". He reminded the councilors that they are there (in the Assembly of the Capital City) to deal with the interests of the citizens of Podgorica.
Žaklina Oštir (DPS) read the message of Norwegian Nobel laureate Jun Fose on the occasion of World Theater Day.
She said that art is not selective.
"I don't even play for the nation, the people, the political party. I play for the people. For me, there are people with good or bad intentions," Oštir said.

Nermin Abdić (DPS) said that the citizens could hear everything that had nothing to do with the election and appointments. He appealed for the best personnel to be in management positions.

In this sense, I express the hope that Mrs. Ilinčić will organize such a performance, because it is on par with what we had the opportunity to watch in the library... He accused the Evropa Sad Movement (PES) that because of them, Ilinčić will be the head of the "Radosav Ljumović" library for another four years.
The President of the Assembly of the Capital City, Jelena Borovinić Bojović, told Mašković that he has "prophetic insinuations".
Mašković said that he always condemned actions that were not good for Podgorica and its citizens.
Budimir Mugoša said that most of the appointments are correct and that he will vote for them, while others will not.
He said that councilors must resign for legitimate reasons, not for random reasons. He reminded of Tatjana Novović, a former member of the Podgorica Radio Television Council (Gradska TV), who resigned from that position and did not explain why.
Mugoša pointed out that Slavica Iliničić has always attracted attention with her public performances.
"Her public appearances were not in accordance with what I consider to be correct and decent. I do not support that. I did not see that Ilinčić has three years of work experience in a managerial position. Therefore, according to the Rulebook, she cannot be elected to the position of director," he said. Mugoša, adding that for the sake of "peace and harmony in the house", it would be good if the councilors chose another candidate.
Boban Radević said that "this is the best city administration in history".
"That's not our perception. That's reality. You have people who perform their functions superbly. Mr. Dajković achieves very good results and we all know that. In your political organization, there have been physical confrontations and even slaps. In the library they organize daily and numerous events. If you are personally bothered by people who declare themselves as Serbs, it does not mean that they are bad, nor that we should sanction them," said Radević.
Miloš Mašković (SD-LP) told the ruling party not to worry about the opposition, because everything is fine with them.
"What we are doing about the quorum is just a demonstration to the citizens of Podgorica that you do not know how to do your job," Mašković said.
Nemanja Baošić said that DPS established an absolute system of partitocracy. He said that his engagement remains in the interest of citizens.
Arsović said that the associate Ilinčić works on a contract for a work for 1.000 euros, and does not have a diploma. He asked why "Ilinčić spent the entire budget" on people who are "mainly in4s columnists and who spit on Montenegrins".
Stefan Vešović (Prava-DNP-Radnička) reminded that Ilinčić was responsible for obtaining exclusive rights for the works of Borislav Pekić.
Councilor Mitar Šušić said that there is nothing that could cause problems for the proposed people.
"The work of Ilinčić speaks volumes. You could have looked at the activities of the library in the previous period. The fact that there are no longer just columnists from Analitika and Antena, but also other media... is something that you cannot come to terms with. You argue with freedom speech, and we argue with the criminal acts committed by your officials...", said Šušić.
He criticized the opposition and said that they were hiding in the corridors during the determination of the quorum. He said that it is unprofessional towards citizens, not only councilors.
Councilors of the Assembly of the Capital City end the eleventh session with a discussion on several elections and appointments. Vladan Arsović (DPS) said that it was not clear to him "what the director of the library Slavica Ilinčić did as acting director for some six months".
"It is unclear to me that none of you have words of praise for that person... I ask you if any of you feel a sense of responsibility when you see the epilogue of all this. Ilinčić was illegally appointed as the acting director of the 'Radosav Ljumović' library," he said. adding that he cannot understand the councilor's silence.
He asked them why no one mentioned the "good thing she did for the library".
"Her six months were recognized for hate speech. Initiatives were submitted to dismiss her from that position due to hate speech towards MP Aleksandra Vuković Kuč and the LGBT community. We received the answer today, that Ms. Ilinčić is being given the chance to be a director. I consider it shameful ", said Arsovic.
