BLOG Duško Marković summoned to hearing about politically motivated murders

By the votes of the majority of deputies, a proposal was adopted to hear Marković at the next session on Monday, but also to put the murder of Raonić on the agenda, as well as proposals to discuss the attacks on journalist Miško Đukić and writer Rajko Cerović.

Nikolić read that the Committee was also addressed by retired civil servant Dragan Bracanović, who requested that the attack on him, which he experienced in 1999, be discussed.

The session is over. 

A representative of the Civic Party (CP) URA said that he had considered beating up a member of the LSCG, now a member of another party, but that he had to limit himself to a certain number of cases. 

He added that Marković was not the first in the country at the time of the murders, and that there were people who were hierarchically above him. 

Mugoša said that a person should be designated in each case to give a statement. 

"You can't talk about 15 cases in one session. This committee is not a replacement for parliament," he said. 

Europe Now Movement (PES) MP Gordan Stojović proposed that the parliamentary body also deal with the murder case of Saša Raonić. 

Representative of the Democrats Momčilo Leković emphasized that he has nothing against Marković being the first to be questioned, although the public expects former President Đukanović to be invited as well, but that he expects his presence because he will also talk about the case in which he is allegedly the victim. 

New Serbian Democracy (NSD) MP Jovan Vučurović read Article 13 of the Law on Parliamentary Investigation, according to which a former official must respond to a request for a parliamentary investigation. 

"I think the proposal is absolutely logical and there are a myriad of reasons for it... I think no one can provide more information about those events than the man who was the head of UDBA from 1997 to 2006, or anyone who was in leading positions at the time of those cases," he said.

He recalled the case when the former leader of the Liberal Alliance of Montenegro (LSCG), Miodrag Živković, directly accused the State Security Service (SDB) of wanting to kill him, and Marković responded that "he is glad that Živković is alive and well, which he would not be if the SDB wanted to kill him." 

When asked by Nikolić why Marković should be questioned, the DNP leader explained that it was because he held key positions in the security sector, and that he could share his knowledge and, based on that, receive suggestions for more interrogations. 

The DPS MP said that he proposes discussing the cases individually, and that there is little time until Monday. 

Knežević added that Marković could refuse, but that if he wanted, he could schedule another date.

Knežević pointed out that a bomb had fallen on a police officer, and that it was not an attempted murder, but that he supported launching an investigation. 

He added that he had been to demonstrations as a high school student. 

Knežević responded that the committee was formed with the clear purpose of investigating political murders and attacks, and that the topic of the church in Rumija has no place on it, but that he supports that topic being nominated to the Assembly and some other committee, while he believes that the other topic should be included. 

Hutter pointed out that "they have a double standard" and that all cases must be approached, and that they can add whatever they think is necessary as they go.

DPS representative Oskar Huter said that the committee should also deal with the church on Rumija, which was erected in 2005 during the state union, and that Montenegro had made a decision to remove it. 

"And what do I actually want to ask? SO that we get answers under whose directives the usurpation of space and ambience, as well as multi-religious harmony, the threat to peace and the incitement to civil unrest that could have escalated into civil war," he said. 

"I would also delegate, or rather ask about the bomb attack that occurred after the 1997-98 presidential elections on the SAJ commander after the defense of the government building and the victory of the then candidate Mial Đukanović. There is information that the attack was organized by Serbian intelligence services," he said.  

Knežević proposed that the Committee question the former head of the National Security Agency and Prime Minister Duško Marković regarding the murders of Duško Jovanović, Pavle Bulatović, Darko Raspopović, Srđan Vojičić, Mladen Klikovac, Goran Žugić, Blagota Sekulić, as well as the attempted murders of Vuk Drašković, Aleksandar Pejanović, Duško Jovanović, Željko Ivanović, Momir Vojvodić, Vojo Laković, Oliver Lakić, Gojko Mitrović and Radovan Aleksić.

He added that he proposes that the hearing be scheduled for Monday.

Democratic Party of Socialists (DPS) MP Oskar Huter asked Božović what the committee could do, given the court proceedings. 

The Minister of Justice responded that his suggestion was that the committee deal with cases that have been resolved or that were never formed. 

Vice President of the Committee and leader of the Democratic People's Party (DNP), Milan Knežević, said that his proposal is that someone from the Prosecutor's Office should always be present at the sessions, so that the Committee does not exceed its jurisdiction. 

The chairman of the committee, Andrija Nikolić (DPS), added that it should be someone from the prosecutor's office, but rather from the Ministry of Justice. 

Social Democrats (SD) representative Boris Mugoša said there were too many cases, and suggested that a discussion be initiated on some while waiting for documentation on others.

The Minister of Justice pointed out that a case was opened regarding the attack on Željko Ivanović, Aleksandar Saša Pejanović, and that Ivan Bošković was convicted in the case of Olivera Lakić. 

Božović read the verdict to Damir Mandić, who is accused of the murder of Duško Jovanović, and that the proceedings in the case of the murder of Slavoljub Šćekić are still ongoing. 

As he added, Željko Vuković was charged in the Vojičić murder case, and the case was returned several times, only to be eventually dropped due to the death of the defendant.

"There are no cases filed in the cases in which Darko Beli Raspopović, Goran Žugić, Miloš Miško Krstović, Blagota Baja Sekulić and Mladen Klikovac were deprived of their lives," he said, adding that there are no cases filed regarding the attacks on Gojko Mitrović, Radovan Aleksić, Vojo Laković, Vuk Drašković, and Momir Vojvodić.

Minister of Justice Bojan Božović said that his department had addressed the Supreme Court with a request to provide information on whether court proceedings are being conducted in certain cases, and whether they could be the subject of the work of the Inquiry Committee.  

At the second session of the Inquiry Committee into the actions of state bodies in political murders and attacks on journalists and intellectuals, including the activities of the "Black Threes", MPs are discussing a letter from the Ministry of Justice on the cases that this parliamentary body will deal with.

The specific cases that the committee is dealing with are - the murder of the editor-in-chief of the daily newspaper "Dan" Duško Jovanović, police inspector Slavoljub Šćekić, bodyguard of Jevrem Brković Srđan Vojičić, head of the State Security Service administration Darko Beli Raspopović, security advisor to the president of the state Groan Žugić, but also Mladen Klikovac, Blagota Bajo Sekulić, Miško Krstović, and attacks on the owner of the "Elmag" television Gojko Mitrović and his wife, journalists Mladen Stojović, Tufik Softić, Colonel Radovan ALeksić, writer Momir Vojvodić, director and executive director of the ND "Vijesti" Željko Ivanović, athlete Aleksandar Saša Pejanović, writer Jevrem Brković, professor Vojo Laković, journalist Olivera Lakić, police official Predrag Šuković, and president of the Serbian Renewal Movement Vuk Drašković.
