The low-value procurement procedure related to the rehabilitation of the roofs of buildings in Prokletije National Park and Biogradska Gora National Park, announced on November 6, was only done pro forma in order to satisfy the procedures, pointed out the executive director of the Civic Movement URA, Zoran Mikić.
He says that the photos that were taken on the day of the opening of bids, that is November 12, testify to this.
"These photos testify and prove that the works on the restoration of the roofs in the NP Biogradska gora started even before the tender was announced, and that they were completed before the opening of bids, while the works in the NP Prokletije also started before the start of the public procurement procedure," he said.
He claims that the company National Parks in this way brutally violates the principle of competition and legal regulations.
"Because it is clear from the attached photos that the contractor was introduced to the business without papers, i.e. without the implementation of the procurement procedure of low value. This is the best indicator of how in our society, captured by the DPS and its satellites, deals are negotiated and arranged. Imagine how tenders of higher value function, if this kind of malpractice is also carried out for relatively lower values," says Mikić.
He points out that this "continues the affairs in NP" and reminds that the public is already aware that some members of the Board of Directors of the company NP accused director Elvira Klica of attempts to rig tenders and deals.
"What has been speculated in the public for months, which is that in the company National Parks, various malpractices are taking place, these pictures and evidences are concretely confirmed. We cannot but ask the following questions: When did the works start? When and with which contractor did they conclude a contract about the execution of the works? At what stage are the works on the facilities in the NP Biogradska gora?", points out Mikić.
He adds that he expects the Directorate for Inspection Affairs, i.e. the Inspector for Public Procurement, to launch an inspection, determine responsibility and submit a report to the competent authorities.
"The law clearly establishes and prescribes penalties for legal entities and responsible persons in state bodies and companies. We also call on the State Audit Institution to, instead of dealing with opposition political parties, focus their attention on auditing the regularity of the operations of state bodies and companies, and to pay special attention to the company National Parks," Mikić said.
